<br />Regular meeting of the Common Council of the city of Eugene, Oregon was called to order at 7:30 p.m.
<br />on February 14, 1966 in the Council Chanber by His Honor Mayor Edwin E. Cone with the following
<br />councilmen present: Mr. Hawk, Mrs. Lauris, Messrs. Crakes, McNutt, Anderson, "and Lassen. Mr.Chatt
<br />and Dr. Purdy were absent.
<br />
<br />Minutes of the adjourned meeting held on January 24, 1966, as maired to members of the Council, were
<br />approved.

<br />Traffic Light, 13th and Agate - Mrs. Lauris reported that several east side residents had suggested
<br />the installation of a traffic light at 13th and Agate, stating there had been several accidents since
<br />the removal of the light. The City Manager stated he would make a report on the situation at a
<br />later date.

<br />2 Crosswalk Signs - Councilman Lassen commented on the absence of crosswalk signs in the same area.
<br />The Traffic Engineer stated that crosswalk signs are now being installed.

<br />Recognition, Glen Porter - Mayor Cone presented Glen Porter with a plaque and commended him on his
<br />years of service with the Planning Commission.
<br />
<br />4 Broadway, l-way eastbound Pearl to High, Hearing - Mr. Hearn, operator of the service station at
<br />Pearl and Broadway, stated he was not aware that there is a serious traffic problem at that inter-
<br />section. He said that in his opinion, the light at the corner of 10th and Pearl is a contributing
<br />factor to the congestion at Broadway and Pearl. Mr. Hearn also stated that 50% of his business
<br />comes from the east. Paul Lansdowne, manager of the Eugene Hotel, recommended the existing traffic
<br />pattern be left until such time as the downtown redevelopment plan indicates the total traffic
<br />pattern. The matter was tabled.

<br />(1) The Pitman tower has a platform to ground height of 70', while Hi-Ranger is 75'. Hi-Ranger has
<br />10' more horizontal reach (48' to 38') due to its five additional feet inheight and its greater
<br />maximum lower boom angle (950to 850).

<br />(2) The Crown bid includes the extra heavy T-224 transmission which both bidders recommend. Western
<br />States quoted the T-224 as an option at an additional cost of $265.
<br />
<br />(3) Crown Coach has included extra heavy front and rear axles, while Western States contends their
<br />basic bid includes "adequate" axles for their equipment. They, Western States, included the 34,000#
<br />rear axles as an option at an additional cost of $332. To equal the Crown bid for a 16,000# front
<br />axle, an additional $289.56 would be added.

<br />(4) Tire size was not specifically specified. Crown Coach contends 10x20 with Michelin on the front
<br />are required for their unit. Western States contends t'heir 9x20' s are "adequate", although it has
<br />been determined Western's unit will weigh about 2500# more than the Crown unit. Tires to equal
<br />Crown's bid would cost an estimated $179.

<br />(5) Both bidders generally meet the broad specs prepared by the City, or have modified their bids to
<br />indicate they would do so upon delivery.

<br />(6) Crown's basic bid includes items deemed n~cessary or highly desirable. To select the optional
<br />equipment quoted by Western and also inst'all the heavie'r front axle and 10x20 tires, $1,065.56 would
<br />have to be added to Western's bid, giving a ~otal of $59,509.30 against the Crown bid of $57,979.12,
<br />or $1,530.18 more.

<br />Mr. Hawk moved seconded by Mr.Crakes that the equipment be purchased from Crown Coach Corporation
<br />on their bid price of $57,979.l2~ Rollcall vote. 'All councilmen present voting aye, motion
<br />carried.
