<br />RESOLUTION NO. 4603 <br /> <br />A RESOLUTION EXPRESSING SUPPORT FOR LANE COUNTY'S SAFER <br />COMMUNITIES BALLOT MEASURE 20-25. <br /> <br />The City Council of the City of Eugene finds that: <br /> <br />A. The Public Safety Coordinating Council, a public safety planning group representing <br />a broad cross-section of Lane County cities, rural communities, schools, public safety agencies, and <br />social service organizations drafted a measure proposing an amendment to the Lane County Charter <br />to provide an 8% surcharge on state personal and corporate income and excise taxes beginning <br />January 1,2000. The tax surcharge could not be increased, and would end in the year 2006 unless <br />the provisions are changed by a public vote. <br /> <br />B. The Lane County Board of County Commissioners has approved the Public Safety <br />Coordinating Council's draft measure, and placed Measure 20-25 on the ballot for the November <br />2, 1999 election. <br /> <br />C. Lane County Measure 20-25 provides that 45% of the money generated by the <br />surcharge will be shared with each city and unincorporated area within Lane County for their own <br />local prevention and safety programs and services. The Measure would provide approximately $4.2 <br />million per year to the City of Eugene, and the City has developed a proposal to use those funds for <br />a mix of community policing enhancements and prevention programs for youth. <br /> <br />NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Section 1. Based on the above findings, which are adopted herein, the City Council <br />expresses its support for Lane County Ballot Measure 20-25. <br /> <br />The foregoing Resolution adopted this 220d day of September, 1999. <br /> <br />%://L_? 1.
