<br /> Minutes of the adjourned meeting of the Common Council held at the hour of ~

<br /> 7:30 o'.clock P. Ivl. , October 30, 1935. Council was called to order by Mayor
<br /> Large, with all Councilmen present except Zumwalt and Car.lson.
<br /> The Judiciary Committee, by Chairman Harris, asked that the Airport, si tuat-
<br /> ion be looked into more thoroughly before any action is taken, and that the
<br /> Cownittee be empowered to set up conditions for a new lease and to advertise for
<br /> bids for the same; and then bring in ~ecommendations as to who should have the
<br /> lease. Motion was made, seconded and carried to,allow the Judiciary Committee
<br /> this power.
<br /> The Fire and Water Committee, by Chairman Bond, pointed out the fact that
<br /> the Fire Department budget was between :~500 and ~~600 overdrawn, due to the fire
<br /> .' hydrants, and now they needed a stove and three batteries. Councilman Simon
<br /> sLJ.ggested that the'y use the stove from the Police Department, and on motion the
<br /> Committee was authorized to purchase the necessary batteries.
<br /> The Police Committee, by Chairman Simon, recommended the appointment of Mr.
<br /> R.. O. Bussell as patrolman to take the placo of Ray Nevers, who has been substi-
<br /> tuting during C. D. Quinn's leave of absence. Motion was made and seconded to
<br /> accept Councilman Simon's recor@1endation and place R. O. Bussell on the payroll
<br /> as of November 1, 1935, at the rate of ~~112. 50 per month; warrant to be drawn
<br /> for the payment of salary at the same time as the regular payroll. The ayes and
<br /> nays were called, Councilmen voting aye 6, nay none, absent Zumwalt and Carlson.

<br /> At this time Councilman Carlson appeared in Council.
<br /> Councilman Simon moved that the Council memorialize the state Legislature
<br /> to repeal the present law ?llowing the operation of Pin and Ball machines and
<br /> Darto' games and other games of this nature. Motion was seconded and carried.
<br /> I The Police Comrni ttee further asked that an Ordinance be drawn licensing the
<br /> theatres on Bank Nite. This matter was referred to the Judiciary Committee and
<br /> City Attorney.
<br /> An Ordinance granting a franchise to the Walters-Bushong Lumber Company to
<br /> extend a blow pipe across High Street at the site of the Company's plant, between
<br /> Fourth Avenue East and Fifth Avenue East, in the City of Eugene, was read the
<br /> third time and placed upon its final passage. The ayes and nays were called,
<br /> Councilmen voting aye 7, nay none, absent Zumwalt. The Ordinance was declared
<br /> passed and numbered 8447.
<br /> An Ordinance granting to the Northwest Cities Gas Company, its successors
<br /> and assigns, a franchise for the construction and operation of a gas manufacturing
<br /> plant and/or a gas distribution system in the City of Eugene for a term of thirty
<br /> years, was read the second time and laid over.
<br /> The communication from the Eugene Water Board, concerning the light and-
<br /> water discount, sharing the Treasurer's expenses, and $200.00 per month rent, was
<br /> . presented to the Council and was ordered held.
<br /> The Judiciary Committee asked that the matter of the assessment on the
<br /> property at 122~ Olive Street, and Robert c. Hall's property at 1441 Ferry Street
<br /> be held over.
<br /> The electrical inspection bill in the amount of $104.41 for the month of
<br /> September from the Eugene Viater Board was ordered held for further consideration.
<br /> Resolutions on the Water Bonds now held by the City were presented. The
<br /> first resolution calling for ~~61 ,489.44, or the original amount less the amount
<br /> in the sinking fund, and the other one for $93,340.45, or the full amount.
<br /> Stanley Stevenson addressed the Council concerJ:1ing this situation and stated that
<br /> this should be presented to the people on the $93,340.45, and he also took the
<br /> opportunity to endorse very strongly the Resolution that was to be presented,
<br /> I asking the people to d~termine~ whethe~:'or~bot the Eugene Water Board should pay
<br /> 5% of their gross income to the City. The Resolution was then read on the 5% .
<br /> proposition and Ciliuncilman Simon moved that it be .referred to the people fot their
<br /> decision. The motion was duly seconded, but was lost on vote. It was then moved
<br /> that all these Resolutions be held for further consideration.
<br /> An Ordinance levying the Annual Tax Levy for the City of Eugene, for the
<br /> fiscal year of 1936 was read the first time and passed its second and third
<br /> readings by title under suspension of the rule by the unanimous consent of the
<br /> Council, and was placed upon its final passage. The ayes and nays were called,
<br /> Councilmen voting aye 7, nay none, absent Zumwalt. The Ordinance was declared
<br /> . passed and numbered 8446. This Ordinance includes the recommendation of the
<br /> taxpayers, which calls for an addition of 10% on salaries over the advertised
<br /> budget.
