<br />Minutes of the adjourned meeting of the Common Council, held at the hour of
<br />7:30 o'clock P.M., January 27, 1936. Council was called to order by Mayor Large,
<br />with all Councilmen present except Reid.
<br />
<br />Attorney Frank Reid addressed the Council concerning the local darto game,
<br />and pointed out that Mr. McDonald, proprietor, had done his very best to conduct
<br />the fame in a very decent manner. However, d~e to the fact ~hat darto games
<br />located in other parts of the State were causing considerable trouble, he wished
<br />to make the following proposition: First, orally extend the payment of another
<br />years license fee if everything was satisfactory locally, and second, that the
<br />game would be closed from now on if the Council would agree to return the unused
<br />portion of the fee that he has already paid. Councilman Harris moved that Mr.
<br />McDonald be given the unused portion of his fee. This was seconded by Councilman
<br />Simon. Councilman Zumwalt then asked why they were quiting before their time was
<br />up, and Mr. Reid stated that they did not have to quit, but wished to do so before
<br />this caused any trouble in the City'. The Mayor called for the ayes and nays,
<br />Councilmen voting aye 7, nay none, absent Reid.

<br />A letter from two groups of the Woman's Christman Temperance Union concerning
<br />methods of examination to determine whether or not drivers involved in accidents
<br />were under the influence of intoxicating liquor, was presented at this time. The
<br />City Attorney pointed out that Professor Stafford of the University of Oregon w~s
<br />working on a system of blood tests. This matter was referred to the Police
<br />Commt.ttee.

<br />Min~tes of the regular meeting of the Common Council held January 13, 1936,
<br />were read and no objections appearing, they were ordered fi led as read.

<br />The Judiciary Committee, by Chairman Harris, reported that they had determin-
<br />ed to reject all bids received on the lease of the Airport, They had, however,
<br />made contact with another pa~ty and were working on a proposed contract that would
<br />be very beneficial, and asked for more time in order to better serve the interests
<br />of the City. Councilman Hendershott moved that this be granted,and the motion was
<br />seconded by Councilman Zumwalt and carried. Councilman Harris stated that they
<br />would like to have the power to act, but the Council only approved the extension
<br />of time and they were to report back at the next Council meeting.

<br />. The bill in the amount of $82.00 from Bray Bros. for hauling garbage was
<br />reported on, and Councilman Zumwalt pointed out that they have witnesses that
<br />stated that Bray Bros. agreed to haul the garbage for the garbage, and they had
<br />never agreed to. pay the bill. Councilman Hendershott moved to pay half of the
<br />bill, but this was not seconded. The matter was held for further consideration..

<br />Councilman Simon reported on the dog situation, stating that there was an
<br />ordinance prepared for the purpose of requiring all dogs to wear a collar with
<br />their tags attached. He alsO recommended that they return the licensing.privilege
<br />to the County.

<br />At this time Councilman Reid appeared in Council.
<br />
<br />Mr. Wheeler, County Dog Control Officer, addressed the Council pointing out.
<br />the injustice of the act whereby the City would receive 80 per cent and the County
<br />only 20 per cent, and the County would have to pay the entire expense of this,
<br />including the damage done by dogs killing sheep, and they could not do it on 20
<br />per cent, but he felt that this could be worked out on a more equitable basis.
<br />Councilman Zumwalt stated that it was an unjust move, and made a motion to adopt
<br />the recommendation of the Committee, and the motion was seconded by Oouncilman
<br />Bond. Councilman Simon pointed out the fact that the City should share in the tax.
<br />The motion carried.

<br />The Street Committee, by Chairman Lamb, reported that they had purchased the
<br />gas pump from Mr. Chet Daniels for $75.00.
<br />
<br />The Health Committee, by Councilman Zumwalt, pointed out that for years they
<br />have been paying the caretaker at the Comfort Station only $15.00 per month and
<br />wanted the Council to understand that there are two jobs there, and that we have
<br />only been paying for the services of one at the rate of $15.00 per mont~, and he
<br />wished to move that this be increased to $30.00 per month as of January 12, 1936.
<br />Motion was seconded and the ayes and nays called, Councilmen voting aye 8, nay
<br />none, absent none.

<br />The Po~ice Committee, by Chairman Simon, recommended the approval of.a
<br />renewal beer application for Hinshaw, Findley and Oldham. U~n motion this
<br />recommendation W&S adopted.
