<br />,..... <br />440 <br /> <br />;- <br /> <br />,I""--." <br />~. <br />~;3. <br />,......... <br />~" <br /> <br />Council Chambers, Eugene, Oregon <br />February 10, 1936. <br /> <br />I <br /> <br />Minutes of the regular meeting of the Common Council held at the hour of <br />7~30 o'clock P.M., February 10, 1936. Council was called to order by Mayor <br />Large, with all Councilmen present except Reid and Zumwalt. <br /> <br />Minutes of the adjourned meeting of January 27th and the special meeting of <br />January 28, 1936 were read and approved. <br /> <br />Mayor Large opened the meeting with a statement concerning the alleged vice <br />condition existing in the City, and wished to take this opportunity to express <br />his confidence in the Chief and the Police force, but he wanted it understood <br />that if any allegation of misconduct were presented and proven the Common Council <br />would certainly take immediate steps to clear the same. At this time he called <br />for any complaints from those present concerning this condition. After a brief <br />time he again called for any complaints, and again no one appearing he then called <br />for statements from the audience concerning any other subject they wished to <br />present. <br /> <br />. <br /> <br />Gordon Wells addressed the Council -in,behalf of the management of the Miner <br />Building. He requested that a zone be market off in front of the entrance of the <br />Miner Building with a police sign, providing for no parking of cars there. Mr. <br />Wells pointed out the necessity of keeping this entrance open for emergency cases <br />as a means of entrance and exit to the building. Councilman Simon stated that he <br />had told Mr. Kelly that if he would notify Mr. LeVan that the yellow line needed <br />repainting, he was very certain that Mr. LeVan would see to it at the earliest <br />possible time. <br /> <br />Mr. Wells then addressed the Counci.l stating that the Terminal Taxi Company <br />had appeared at the Recorder's Office as soon as possible after the first of the <br />year, which was, he thought, either the 2nd or 4th of January, and had paid for <br />their license to do business as a Taxi Company, and he further requested, that due <br />to the fact that the Recorder's Offiee had not collected the fee from the other <br />taxi company that said license should not be granted, stating that it was unfair <br />competition. The Mayor instructed, the Recorder to notify the other Taxi company <br />that unless their license was paid it would have to be cancelled. The Recorder <br />stated that when the Terminal Taxi Company had paid their license he assured them <br />that he would notify the other company'to appear and pay their license, but as,is <br />customary they always give from 10 days to two weeks time. A list of delinquencies <br />in all general licenses had been prepared and turned over ,to the Police Department <br />for their notification, and the Police Department was taking care of this, and the <br />parties concerned had several days time for the payment of their license. Mr. <br />Wells stated that six weeks, it seemed to htm, was too long a time but that closed <br />the subject. (The Records in the Records Office show that the Terminal Taxi <br />Company paid their annual license on February 4, 1936, and therefore less than <br />two weeks time had elapsed since payment). ' <br /> <br />1; :,6. <br /> <br />I <br /> <br />Mr. Wells then addressed the Council asking for a decision concerning the <br />payment of his client's garbage hauling bili in-the amount of $82.00.~'CounCilman <br />Harris, Chairman of the Judiciary Committee, recommended that the bill be not paid. <br />It was moved and seconded that the recommendation of the Judiciary Committee be <br />adopted, and it was so ordered. Mr~ Wells then stated that papers would be filed <br />for a suit. <br /> <br />:- <br /> <br />Mr. Jack Hurley addressed the Council concerning the dumping of trash and <br />garbage on property adjacent to his place of residence. He pointed out that <br />this had been going on for a long, long time, and complaints had been registered, <br />the -Police had checked, the Council had checked, and still nothing had been done, <br />and he wanted to know what had to be done to get results. <br /> <br />At this time Councilman Reid appeared in Council. <br /> <br />Mr. Calkins addressed the Council pointing out that ~pon the complaint having been <br />I] filed he had immediately contacted Mr. Hardy, Mr. Chamber's Attorney, and he had <br />been assured that this condition would be completely remedied immediately. The <br />i Recorder pointed out that no action had been taken, but that a warrant would be <br />I issued and arrest made. <br />I <br />I <br /> <br />II <br />II <br />II <br />I) <br />11 <br />\ <br />\ <br /> <br />The Mayor stated that he wished to ask the Chairman of the Police Committee <br />a few questions concerning the vice conditions. First, had there been any <br />complaints or reports filed concerning this~ Councilman Simon answered yes, but <br />not recently. There was one reported about a month ago by Councilman Carlson, <br />but it was just a rumor and nothing was done about it. The Mayor asked, if in his <br />opinion the Chief, and Police force were doing their duty. To this question <br />Councilman Simon answered yes. <br /> <br />I <br /> <br />The Finance Committee presented a bill from the U. S. Bank in the amount of <br />$1500.00 for payment upon the new city barn, and moved that the same be allowed <br /> <br />. <br /> <br />~ <br />
