Mayor Large presided over the meeting, <br /> ~.. Councilmen present were Messrs. ~endershott, Reid, Page, Farrington, Bond, Hanns, <br /> 1 and Carlson; absent" Lamb. <br /> The minutes of the previous meeting December 12, 1938 were presented and <br /> ordered filed. <br /> Marsh H. Goodwin, local agent for the Aetna Life Insurance Company, requeste I <br /> the council to grant him the right to issue a $50,000 surety bond on behalf of A.E. <br /> Hulegaard, Treasurer-elect of the city of Eugene. There was considerable discussion <br /> and the Recorder pointed out that during the past four years there had been a very <br /> definite effort made to divide the city insurance premiums as nearly equal as possib e <br /> among the insurance agents of the city and that Mr. Goodwin had not yet called upon <br /> the Recorder on behalf of business. It was further pointed out that Mr. Goodwin had <br /> the group health and accident insurance contracts with the City. Councilmen Hanns, <br /> Farrington, Bond expressed the opinion that this contract should go to Mr. Goodwin. <br /> The Recorder stated that there was a bond on appr9val for tonight from the Maryland <br /> Casualty Company represented by Bryant DeBar for $50,000.00 and also one for approva <br /> from the National Surety Company, represented by Sigu1an-Fell Insurance Agency in the <br /> amount of $50,000. It was further pointed out that Mr. DeBar had been one of the <br /> parties writing the fleet car policies and that he had surrendered his participation <br /> on that contract upon Mr. Hulegaard requesting him to furnish the surety bQnd, and <br /> the Eugene Insurance Agency now has Bryant DeBar's position on the fleet car policy <br /> in lieu of the surety bond that Mr. DeBar was asked to write. All councilmen presen <br /> voted to grant the ~50,OOO surety bond to Agent Goodwin with the exception of Counci - <br /> 3 man Carlson who voted in the negative. <br /> I <br /> Leo Deffenbacher, proprietor of the Campus Barber Shop, presented a petition <br /> requesting enforcement of the one-hour parking on East 13th Avenue between Alder <br /> and Kincaid Streets. His request was only for the north side. The police departmen <br /> 4 was ordered to enforce the parking restrictions on both sides. <br /> I <br /> The $850.00 offer of McCully_Realty Company for a client for Lot 2, Block 14 I <br /> College Hill Park Addition on which $450.00 has already been paid on Lot 1 to apply <br /> as down payment on two lots, the balance of $400.00 to be paid in monthly payments <br /> of $10.00 or more with 6% interest per annum, was accepted by the Finance Committee <br /> and the Treasurer's Office was instructed to prepare the necessary papers in con- <br /> 5 summation of the sale and it was so ordered. <br /> / <br /> The ~1200.00 cash offer of Edith F. Gardiner on behalf of a client for Lot 1 , <br /> Block 5, Gross Addition, was denied by the Finance Committee and a counter-offer of <br /> ~1400.00 extended and upon motion made and duly seconded, the recommendation was un- <br /> 6 ani~ously approved. <br /> I <br /> The request of Dan Pavlik to cancel the contract entered into with the city <br /> for the prop~rty 10catedat261 Jeffenson Street with a further request for a re- <br /> fund on the $20.00 payment already made, was referred to the Finance Committee for <br /> 7 consideration. <br /> j <br /> Resolution authorizing the Mayor and Recorder to execute a deed on behalf <br /> of the Water Board for the South 65 feet of Lot 1, Block 1, Grand Prairie hddition, <br /> 8 was upon motion, made, seconded and duly carried, unanimously adopted: <br /> / <br /> R E SOLUTION <br /> WHEREAS, the Eugene Water Board is purchasing the South 65 feet of Lot 6, <br /> Block 3 of West Sixth Street Addition, from private owners, and itself <br /> paying off the city's liens thereon, and as a part of the purchase and I <br /> for the purpose of locating a sub-station, desires to buy the South 65 <br /> feet of Lot 1, Block 1 of Grand Prairie 4ddition to the city of Eugene to <br /> complete its sub-station, and <br /> 'Ji:HEREAS, a computation has been made of the amount of money necessary to <br /> reimburse the ci ty for its investment in the '~outh 65 feet of Lot 1, <br /> Block 1, Grand Prairie Addition, at $100.00. <br /> Therefore, I <br /> BE IT RESOLVED by the Common Council of the city of Eugene that the <br /> Mayor and Recorder be and they are hereby directed to make, execute and <br /> deliver on behalf of the city of Eugene a deed of conveyance for the South <br /> 65 feet of Lot 1, Block 1, Grand Prairie Addition, to the city of Eugene, <br /> for the use of the Eugene ~ater Board, upon payment by the Water Board of <br /> )' <br /> the sum of $100.00 to the city Treasurer. <br /> ~ : <br />
