Farrington. <br /> <br />1 <br /> <br />The meeting was called to order by Mayor Large. Dr. D. R. French and <br />Marion I~cClain were present in behalf of the Lane County Humane Society and <br />Mayor Lorge call ed on Dr-. French to present their case. Dr. French stated that <br />the Lane County Humane Society now had a membership of about 100 members and a <br />Board of Directors of eight members. They wanted to have a full time officer <br />to take charge of all the dogs and cats and in fact any other stray animals that <br />it rnight be necessary to look after. They also wanted to enter into some kind <br />of a contract 'with the city whereby they could secure the fees from the dog licenses <br />It was their desire to establish permanent quarters for the impounded dogs and other <br />animals and they needed a building where the animals would be under cover. He said <br />they would like to have a location on the east side of Lincoln Street imnIediately <br />north of what is novv used by the Street Department, just above 3rd street. This <br />would be a part of Skinner Butte Park. If it was not possible to have sufficient <br />funds at this time to build a desireable buildinG they might be able, with the <br />city's consent, to occupy a part of the Street Department buildings at 3rd and Linco n <br />Streets. He reported the Hunlane Society was operating in Portland, Klamath Falls, <br />Medford, Marshfield and Astoria. The Society expected to build up funds through <br />membership dues and hoped to get SOllie donations. They also hoped to be able to ente <br />into a contract with Lane County regarding the dog license fees. Councilnlen Barette <br />Hawn, Brownson, Pennington and Bond indicated they would like to see some kind of an <br />arral1gernent Worked 'out other than the present system of a part time dog catcher. <br />After some disxussion, motion was made by Councilman Pennincton, seconded by Council <br />, man Hawn that the matter be referred to the Police Committee to enter into any reaso _ <br />1 able contract and the motion was carried. <br /> <br />I <br /> <br />A resolution from the State Highway Co~nission was presented asking the <br />city for permission to construct West 7th Avenue from the West City limits East <br />to Polk Street and a resolution from the State Highway Commission was presented <br />establiShing grades for this section of West 7th Avenue. Mr. W. M. Tugman of the <br />Eugene Register Guard was present and explained it was his information that the <br />State Highway Department had established these grades with the idea of further <br />improv(-~ments and connections at a future date and they probably had been working to <br />connect up the Cloverleaf intersection with West 11th Street Connection. Also, the <br />State Highway Commission would probably have to widen the highway from the overhead <br />crossing to Junction City and that would mean that would mean that the overhead <br />crossing would have to be widened and it was built with that idea in view. After <br />a brief discussion by the council, motion was made and seconded unanimously adopting <br />~ both resolutions. <br /> <br />RES 0 L UTI 0 N <br /> <br />1 <br /> <br />~mEREAS, State Highway No. 1 of the State of Oregon, known as the <br />Pacific Highway, is routed through the City of Eugene, Lane County <br />Oregon, a municipal corporation and the route officially adopted for <br />said highway by the State Highway Commission traverses the following <br />street or streets, or avenues, or roads, of said city; to wit: <br /> <br />West 7th Avenue, from the West city limits of Eugene to West 7th <br />Avenue and Polk Street <br /> <br />Ahd, WhEREAS, the State Highway Commission of the State of Oregon <br />desires to improve said Highway, <br /> <br />And, V~~REAS, the State Highway Commission of the State of Oregon <br />has caused a survey to be made, and plans prepared for the improvement <br /> <br />~ <br />
