The meeting was called to oder by Mayor large. <br />,All Councilmen present except Davis and Wiper. <br /> <br />Ward Wintermier stated that the house next door to him at 1043 Jackson <br />has just been vacated and that it was in a horrible sanitary condition on the <br />inside and entered a protest against the house being occupied until it is <br />thoroughly renevated inside. A petit~on was presented in protest against the <br />condi tion ,of the house which had 15 signatures'. A Mr. Nelson living across <br />the street was present and confirmed the statements made ~y Mr. Wintermier. <br />Mr. -910ye8, County Sanitarian, was present and stated that'the Health Dept~" <br />had addressed a registered' letter to Mrs. 1.1. J. Estes,. owner of the house at <br />1043 Jackson instructing that the house must be fumigated and put in a sani- <br />tary' condition before it could be occupied again. Mrs. Estes addressed a <br />lett~r to the Council, dated April 10th, which was read at this time. She <br />stated in this letter that she would renevate the interior of the Building <br />and fumagate ~he premises as directed in the.request of the County Sanitar#an. <br />Couo9ilman Stewart stated that he, Councilman Hawn, City Engineer Clubb, ana <br />Councilman Crumbaker had gone into the house during the afternoon and that <br />the conditions were bad and that the connected wood-shed was a fire-trap and <br />that,it was in no condition to be occupied. A motion was made, seconded and <br />carried that the City Attorney should send a notice to Mrs. Estes that she <br />was ~ot complying ~ith the condition set up in the Ordinance II 8603 and that" <br />~ hearing for her would be held by the Council on April 24, 1944. <br /> <br />Norman F. Schneider inquired about a CitY-CountY,Planning Commission <br />that might have jur~sdiction of proposed tracts outside of., the City limits. <br />Attorney Calkins explained that there was no<Clty-County Planning Commission <br />but ~hat the City Planning Commission'-had jurisdiction for a distance of 6 <br />mi1e~outside of ,the City limits and could stop a plat being filed if within <br />the Q,mile limit. <br /> <br />",> <br /> <br />, Councilman Hawn reported that he had talked w~~l1..~s. Wiper during the <br />a~ternoon and she stated that Mr. Wiper was showing ~ome progress.
