<br />e <br /> <br />. <br /> <br />A., <br />.~. . <br /> <br />M I NUT E S <br /> <br />Eugene City Council <br />Business Meeting <br />City Council Chamber <br /> <br />January 6, 1988 <br />Noon <br /> <br />PRESENT: Debra Ehrman, Freeman Holmer, Ruth Bascom, Robert Bennett, <br />Jeff Miller, Roger Rutan, Emily Schue, and Cynthia Wooten. <br /> <br />The adjourned meeting for the City Council of the City of Eugene, Oregon was <br />called to order at 12:07 p.m. by His Honor Mayor Brian B. Obie. <br /> <br />I. ITEMS FROM THE MAYOR, CITY COUNCIL, AND CITY MANAGER <br /> <br />A. Nuclear Free Zone Ordinance Work Session <br /> <br />Ms. Wooten said she would like a consensus among the council that it will <br />refer two versions of the ordinance to voters for the May primary election. <br />Those two versions are the minimally revised version amended to include an <br />appointed rather than an elected board, and a second version modeled after <br />Lane County's Nuclear Free Zone Ordinance. <br /> <br />Mr. Bennett said he supports such an approach. He added it makes sense to give <br />voters two choices since the council cannot agree on which ordinance to <br />support. <br /> <br />.. <br /> <br />Mayor Obie said it is important to put the issue to rest although he said he is <br />uncomfortable with the lack of contrast between the two options. He said he <br />supports the proposal to have the City Attorneyls Office draft an ordinance <br />that closely follows that of Lane County. <br /> <br />Mr. Miller said he supports the drafting of a second ordinance but asked if it <br />is wise to make any changes to the minimally revised version since that is <br />what voters originally approved. <br /> <br />Mr. Holmer said he agrees with the suggestion to draft a second version and <br />noted for council members the importance of the January 20 work session on the <br />proposed voter pamphlet. <br /> <br />In response to a question from Ms. Bascom about the feasibility of a March <br />election, Warren Wong, Finance Director, said there is an election date in the <br />third week of March. He said the filing date is 35 days before the election. <br /> <br />At the request of Mayor Obie, City Manager Mike Gleason said there would be a <br />staff memo about the dates and cost of a March election available for the <br />council at the January 11 meeting. <br /> <br />MINUTES--Eugene City Council <br /> <br />January 6, 1988 <br /> <br />Page 1 <br />
