<br /> e M I NUT E S <br /> Eugene City Council <br /> Council Chamber--Eugene City Hall <br /> August 14, 1989 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Ruth Bascom, Debra Ehrman, Bobby Green, Freeman Holmer, <br /> Emil y Schue. <br /> COUNCILORS ABSENT: Robert Bennett, Shawn Boles, Roger Rutan. <br /> The meeting of the Eugene City Council was called to order by His Honor Mayor <br /> Jeff Mill er. <br /> 1. PUBLIC FORUM <br /> Mayor Miller said the public forum is an opportunity for people to express <br /> opinions and provide information to the council about issues that are not <br /> scheduled for council consideration. He asked those speaking to limit their <br /> comments to 3-1/2 minutes each in order to allow all those wishing to speak <br /> e the opportunity to do so. He said the council will not respond immediately <br /> to the concerns expressed in the public forum. <br /> Carol"Osborn, 34 Rasor Avenue, described her family's difficulty in obtaining <br /> affordable rental housing. She complained of poor treatment by a realty <br /> company, high rent, and substandard conditions. Ms. Osborn maintained that <br /> the working poor are desperate for housing and asked for attention to their <br /> problems. <br /> Robin Mauro, 105 Iowa, said oppression of the working poor deserves council <br /> attention and she asked that a meeting be scheduled for discussion and public <br /> comment on this issue. Ms. Mauro supported rent control as a means of <br /> helping to assure that affordable housing is available to low-income people, <br /> especially women and children. <br /> Mr. Gleason recommended that the council's housing subcommittee continue the <br /> discussion begun by Ms. Mauro. Mayor Miller agreed that housing is a <br /> high-priority issue for the council and said he would make copies of Ms. <br /> Mauro's written statements available to the council's subcommittee. <br /> Mr. Gleason pointed out that the City has no legal authority to impose rent <br /> control and he suggested that Ms. Mauro contact State legislators to explore <br /> her ideas further. <br /> e MINUTES--Eugene City Council August 14, 1989 Page 1 <br />
