<br />M I NUT E S <br /> <br />e <br /> <br />Eugene City Council Dinner Meeting <br />Hilton Hotel, Studios Band C <br /> <br />March 12, 1984 <br />5:30 p.m. <br /> <br />PRESENT: Mayor "Gus" Keller, Cynthia Wooten, Joyce Nichols, Emily Schue, John <br />Ball, Dick Hanson, Freeman Holmer, Betty Smith, Brian Obie, Councilors; <br />Micheal Gleason, Terry Smith, Burt Teitzel, Tom Hayes, Bill Guenz1er, <br />Pat Lynch, staff. <br /> <br />Mayor Keller called the meeting to order and introduced Terry Smith. <br /> <br />I. URBAN FACILITIES PLAN (draft River Road/Santa Clara Urban Facilities Plan <br />distributed) <br /> <br />Mr. Smith showed the members the new draft of the River Road/Santa Clara Facili- <br />ties Plan. He said it was the definitive study of the problem. They are now <br />talking about issues in particular. People want a reasonable solution for <br />Eugene and area residents. <br /> <br />e <br /> <br />Mr. Smith referred to the cover memorandum. He explained the history of the <br />issue to the present. The Metro Area General Plan calls for a facilities plan <br />for urban services to the River Road Area. Lane County is required by stipu- <br />lated agreement between the County and the Department of Environmental Quality <br />to develop a master sewer plan for the area. There is potential for a $7 <br />million grant from EPA for construction of interceptor sewers to serve the area. <br />The T-2000 Update is being done presently and could include this sewer in <br />developing urban facilities. <br /> <br />Eugene, Springfield, and Lane County set up a Joint Citizens Advisory Team, a <br />Policy Committee, and a Joint Staff Team to make a recommendation. <br /> <br />Mr. Smi th revi ewed the draft document and went through the handout call ed "Why <br />an Urban Facilities Plan Now?" <br /> <br />Mr. Teitzel showed three maps of proposed solutions to sewering River Road/Santa <br />Clara. He recommended first sewering River Road. He noted Santa Clara drains <br />to the northwest, and the treatment facility is in the southeast. Nine pumping <br />stations will be needed. The main feeder to the area would hook onto the <br />pressure line serving west Eugene. <br /> <br />Mr. Teitzel explained the designing of the system, the use of computers to run <br />the various alternative designs including the use of plastic or concrete pioe <br />(there was a large savings in plastic), and the use of "value engineering". <br />Staff estimated that by the process they used they saved several million dollars. <br />Mr. Gleason added that the engineering was done "in-house" by the City Engineers. <br />It is an excellent piece of staff work. <br /> <br />- <br /> <br />MINUTES--Eugene City Council Dinner Meeting <br /> <br />March 12, 1984 <br /> <br />Page 1 <br />
