<br />e <br /> <br />e <br /> <br />e <br /> <br />M I NUT E S <br /> <br />Eugene City Council <br />Council Chamber--Eugene City Hall <br /> <br />March 12, 1990 <br />7:30 p.m. <br /> <br />COUNCILORS PRESENT: Emily Schue, Ruth Bascom, Shawn Boles, Bobby Green, <br />Freeman Holmer, Roger Rutan. <br /> <br />COUNCILORS ABSENT: Robert Bennett, Debra Ehrman. <br /> <br />The regular meeting of the Eugene City Council was called to order by His <br />Honor Mayor Jeff Miller. <br /> <br />I. RECOGNITION OF FORMER MAYOR V. EDWIN JOHNSON <br /> <br />Mayor Miller recognized the service of former mayor Johnson and highlighted <br />some of the City's accomplishments during Mr. Johnson's term of office <br />(1949-56). Mayor Miller called attention to the plaques in the Council <br />Chamber honoring Eugene's mayors and City councilors. Mr. Johnson pointed <br />out some of the many changes in City government that have occurred since the <br />time of his service. <br /> <br />II. PUBLIC FORUM <br /> <br />Mayor Miller explained that the public forum allows citizens the opportunity <br />to express opinions and to provide information to the council. He requested <br />that testimony presented during this segment be on city-related items and not <br />on items which are on present or pending agendas. <br /> <br />Wayne Ford, 28394 Cantrell Road, identified himself as an employee of Eugene <br />Emergency Housing, Inc. Mr. Ford presented a petition signed by numerous <br />agencies that provide services to homeless people requesting the cooperation <br />of the cities of Eugene and Springfield during the March 20 Federal Census of <br />Homeless Persons by directing their police agencies to not enforce <br />anti-camping ordinances from noon March 20 to noon March 21. Mr. Ford sought <br />to avoid the under-counting of the area's homeless population which could <br />reduce future State and Federal funding for the homeless. <br /> <br />Eric Frothingham, PO Box 3860, spoke as the Lane County coordinator for the <br />20th anniversary of Earth Day. He outlined local activities planned as part <br />of this international observance. April 19 will be Clean Air Commuter Day <br />and Lane Transit District has agreed to provide free bus passes for the <br />entire metropolitan region that day.
