<br /> M I NUT E S <br /> EUGENE CITY COUNCIL <br />- October 12, 1977 <br /> Adjourned meeting from October 10, 1977, of the City Council of the City <br /> of Eugene, Oregon, was called to order by His Honor Mayor Gus Keller at <br /> 11:30 a.m. on October 12, 1977, at the King's Table, Oakway Mall, with <br /> the following Council members present: Eric Haws, O. W. Hamel, Ray Bradley, <br /> Jack Delay, Scott Lieuallen, Brian Obie, and Betty Smith. Councilor Tom <br /> Williams was absent. <br /> I. Items from Mayor and Council <br /> A. ESATS Report--Councilor Delay expressed concern in receiving <br /> briefing on ESATS after reading the report in the newspaper. <br /> He felt there should be more timely and regular status reports. <br /> B. Joint Parks Committee--Mayor Keller appointed Brian Obie to replace <br /> Scott Lieuallen. <br /> , <br /> C. Tree Preservation Committee--Mayor Keller appointed the following <br /> people: Tom Slocum, 2125 Fairmount Boulevard, real estate developer; <br /> John Breeden, 4072 Normandy Way, builder; Dick Unruh, 3225 Fillmore, <br /> architect; Peter Thompson, 2440 Oak Grove Drive, landscape architect; <br /> Ted Paulsen, 2159 Val Ha11iJ.lforester; Kay Holbo, 2090 Broadview, <br />e citizen--neighborhood group; and Ray Wiley, 2100 Shields, citizen-- <br /> neighborhood group. The committee will select its own chairperson. <br /> D. Joint Planning Commission-Council meeting--Manager reported, as <br /> a result of action taken by Council October 10 regarding the mixed- <br /> use zoning, the amended version was to be referred back to the <br /> Planning Commission. A suggested meeting date for a joint meeting <br /> was Tuesday evening, November 1, the regular Planning Commission <br /> meeting. Manager said Council could make arrangements to have a dinner <br /> meeting prior to that meeting for the selection of the Civic Center <br /> architect and thus eliminate the Wednesday noon, November 2 meeting. <br /> Mr. Haws wondered how long the Planning Commission meeting would <br /> last. Jim Saul, Planner, said it would be very difficult to tell, as <br /> there may be many people who wish to speak. He said time limits could <br /> be established, but there would be perhaps 30 to 40 people who had <br /> previously testified and others may appear. He also noted it depended <br /> on the nature of Council's direction, as it indicated at its October 10 <br /> meeting that other properties might be discussed. <br /> Mr. Haws wondered if it might be proper for Council and Planning <br /> Commission to start over and consider R-4 zoning again. He al so <br /> was not convinced that the meeting should focus on just the two <br /> properties noted, but he wished to perhaps look at a block-by-block <br /> or lot-by-lot proposal of why properties were zoned in a particular <br />e way, and wondered if that were possible. <br /> 10/12/77 --1 <br /> 113 <br />
