ADMINISTRATIVE ORDER NO. 58- 14 -10 -F <br />of the <br />City Manager of the City of Eugene <br />AMENDMENT OF THE STORMWATER USER FEE SCHEDULE AND <br />REPEAL OF ADMINISTRATIVE ORDER NO. 58- 12 -03 -F. <br />The City Manager of the City of Eugene finds as follows: <br />A. Section 6.411 of the Eugene Code, 1971, authorizes the City Manager to <br />determine and set fees and charges to be imposed by the City for wastewater service, regional <br />wastewater service, and stormwater service. Pursuant to that authority, on April 30, 2012, I <br />issued Administrative Order No. 58- 12 -03 -F amending the Stormwater User Fee Schedule, <br />which became effective and final on May 11, 2012, for bills issued on or after July 1, 2012. <br />B. In accordance with the provisions of EC 6.411, on June 11, 2014, I issued <br />Administrative Order No. 58- 14 -10, proposing to amend the Stormwater User Fee Schedule that <br />had been established by Administrative Order No. 58- 12 -03 -F. The current and proposed <br />stormwater user fees were set out in the Notice attached as Exhibit A to Administrative Order <br />No. 58- 14 -10. The Notice also provided that written comments would be received for a period <br />of ten days from the first date of publication and posting, and that comments would also be <br />received at the public hearing to be held in the Public Works Engineering Les Lyle conference <br />room, 99 E. Broadway, 4 th floor, Eugene, Oregon 97401, on July 2, 2014, at 2 p.m. <br />C. The Notice was provided to the Mayor and City Councilors, the news media, any <br />person who had requested such notice, and to interested governmental agencies (including the <br />United States Environmental Protection Agency, the Department of Environmental Quality, <br />MWMC, and the Eugene Water & Electric Board), and was made available for inspection at the <br />offices of the Public Works Department, 101 E. Broadway, Suite 400, Eugene, Oregon 97401, <br />during normal business hours. In addition, the Notice was posted at two locations at City Hall on <br />June 20, 2014, and published in the.Register Guard Newspaper on June 21 and 22, 2014. <br />D. Two comments were received in response to the proposed amendments. A <br />summary of the comments and my response to the comments are as follows: <br />Comment 1 : Bob Siegmund submitted an e -mail indicating that EWEB was <br />not aware of any increase to stormwater rates and asked for a response in that <br />regard. <br />Response Staff contacted Mr. Siegmund to let him know that stormwater rate <br />amendments were being processed and were expected to become effective in <br />September. <br />Administrative Order -- Page 1 of 2 <br />
