EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Public Hearing: An Ordinance Establishing the S-HK Historic Kaufman House Special <br /> Area Zone; Amending Section 9.8865 of the Eugene Code, 1971; <br /> and Amending the Eugene Zoning Map <br /> <br />Meeting Date: November 22, 2004 Agenda Item Number: 4 <br />Department: Planning and Development Staff Contact: Shawna Adams <br />www. cl. eugene, or. us Contact Telephone Number: 682-2653 <br /> <br />ISSUE STATEMENT <br />On November 22, 2004, the Eugene City Council will hold a public hearing on an ordinance for three <br />land use actions affecting the Gertrude and Ludwig Kaufman House (a.k.a Kaufman Senior Center or <br />Kaufman House), a City of Eugene Historic Landmark. These land use actions include: <br /> <br />· The establishment of an S-H Historic Special Area Zone specific to the Kaufman House. <br />· A zone change applying this S-HK Historic Kaufman House Special Area Zone to the Kaufman <br /> House site (City file Z 04-12). <br />· A code amendment establishing a zone change criterion that references siting requirements for <br /> uncodified, site-specific S-H Historic Special Area Zones (City file CA 04-2). <br /> <br />BACKGROUND <br />At the recommendation of City Facility Management Division staff, the Eugene City Council initiated <br />the process for establishment of an S-HK Historic Kaufman House Special Area Zone and code <br />amendment at its May 24, 2004, public meeting. This recommendation was based on the April 2001 <br />City Council direction to the City Manager to explore the possibility of selling the Kaufman Annex <br />while also allowing for the continued use of the Kaufman House as a stand-alone senior center. <br />Currently, both the Kaufman House and Kaufman Annex are bound by a conditional use permit for <br />senior center use. The proposed land use actions are specific to the Kaufman House site. Approval will <br />enable continued senior center use at the Kaufman House independent of the annex without need for a <br />new conditional use permit. The proposed S-HK zone also establishes a limited range of uses to <br />preserve the financial viability of the Kaufman House property. <br /> <br />The Planning Commission held a public hearing and deliberated on these requests on October 25, 2004. <br />In a unanimous 6:0 vote, the Planning Commission supported a recommendation to the City Council to <br />approve the proposed ordinance and related land use actions. Commissioner Levis was absent. <br /> <br />In their deliberation, the Planning Commissioners generally agreed that the uses and standards in the <br />proposed S-HK Historic Kaufman Special Area Zone were well-suited to the site and neighborhood. <br />During the hearing and deliberation, the Jefferson-Westside Neighbors and commissioners questioned <br />whether the ordinance adequately ensured that certain permitted uses (most notably "Scientific and <br /> <br /> L:\CMO\2004 Council Agendas\M041122\S0411224.doc <br /> <br /> <br />
