ADMINISTRATIVE ORDER NO. 58 -14 -18 <br />Public Works Department <br />City of Eugene, Oregon <br />that: <br />EXTENSION OF TEMPORARY RULE AMENDMENTS ADOPTED BV <br />ADMINISTRATIVE ORDER NO. 58 -14 -11 CONCERNING THE CITY'S <br />PARK AND OPEN SPACE RULES ADOPTED BV ADMINISTRATIVE <br />ORDER NO. 58- 13 -01 -F. <br />The Executive Director of the Public Works Department of the City of Eugene finds <br />A. Section 2.019 of the Eugene Code, 1971 authorizes the City Manager to adopt <br />rules for administration of provisions of the Eugene Code. Pursuant to the authority of <br />Administrative Order No. 21 -03 -12 issued by the City Manager, the Executive Director of the <br />Public Works Department is authorized to regulate City parks, protect park visitors and the park <br />environment, and adopt rules regarding the use of parks. <br />B. On January 25, 2014, 1 issued Administrative Order No. 58- 13 -01 -F adopting the <br />City's Parks and Open Space Rules. On June 13, 2014, 1 issued Administrative Order No. 58- <br />14-11 adopting temporary amendments to the Park Rules to implement rules specific to the area <br />encompassing and surrounding the new Washington Jefferson Skate Park, and to update recent <br />liability insurance limit changes. The temporary amendments will expire on December 10, 2014. <br />C. On November 25, 2014, I issued Administrative Order No. 58 -14 -13 proposing to <br />adopt the temporary Park Rule amendments as permanent Rules, in addition to amending Rules <br />concerning Hunting and Firearms, and Encroachments. The public comment period for the <br />proposed amendments closes at the end of the day on December 15, 2014. Because the <br />temporary Rule amendments adopted by Administrative Order No. 58 -14 -11 expire on <br />December 10, 2014, it is necessary to extend the temporary amendments so that the amendments <br />remain in effect until such time as the permanent Park Rules become effective. Temporary Rules <br />are authorized by EC 2.019(5). <br />NOW THEREFORE, the temporary Parks and Open Space Rules adopted by <br />Administrative Order No. 58 -14 -11 are extended and shall remain in effect for a period of 180 <br />days from the effective date of this Order unless replaced earlier by an emergency rule, <br />temporary rule, or permanent rule adopted in accordance with the provisions of EC 2.019. <br />Dated and effective this day of December, 2014. <br />Kuih Corey, Executive Director <br />Public Works Depa ent <br />{Administrative Order — Page 1 of 1 <br />
