EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Adoption of 2005 Legislative Policies Document <br /> <br />Meeting Date: December 6, 2004 Agenda Item Number: 2D <br />Department: City Manager's Office Staff Contact: Jason Heuser <br />www. ci. eugette, or. us Contact TelephoneNumber: (541) 682-8441 <br /> <br />ISSUE STATEMENT <br />This is a consent calendar item to adopt the City of Eugene 2005 Legislative Policies Document that <br />guides the Intergovernmental Relations Program in Salem in the pursuit of legislative outcomes consistent <br />with the principles of the document. The document has been reviewed and forwarded for approval by the <br />Council Committee on Intergovernmental Relations with a recommendation to adopt. <br /> <br />BACKGROUND <br />The City Council has biennially approved iterations of a legislative policies document that is inclusive of <br />emerging legislative issues and possessing general principles that can be applied to unforeseen events in a <br />legislative session. The 2005 session will most likely be difficult. The State is again in a significant <br />budget crisis and facing additional revenue deficits. It will be a challenge to ensure that the legislature <br />avoids shifting any portion of this crisis to local governments, either by reducing shared revenues or <br />restricting local revenue options. <br /> <br />RELATED CITY POLICIES <br />The Legislative Policies Document will apprise legislators and intergovernmental partners of the policy <br />outcomes favorable or unfavorable to City interests and goals and highlight recommendations that <br />achieve these outcomes. When appropriate and possible, the document references and uses adopted City <br />Council and city policy as guiding principles. The document is iterative and is based in past practice and <br />policies. <br /> <br />CITY COUNCIL OPTIONS <br />The City Council may adopt the 2005 Legislative Policies Document and forward the document to the <br />printing process for distribution within the Oregon State Legislature and with intergovernmental partners. <br />The 2005 session of the Oregon State Legislature will convene January 10, 2005. Ideally, the council <br />would approve the document in order for the document to be reproduced and distributed to state <br />legislators and their staff by the opening of the legislative session. <br /> <br /> L:\CMO\2004 Council Agendas\M041206\S0412062D.doc <br /> <br /> <br />
