Riner <br />www. cl. eugene, or. us Contact Telephone Number: 682-4909 <br /> <br />ISSUE STATEMENT <br />This work session will provide an overview of the work of the Mayor's Committee for the Parks, <br />Recreation & Open Space Comprehensive Plan. Focus will be given to the strategies and actions <br />developed by the committee and other plan efforts that have occurred since the last update to the <br />council. A draft comprehensive plan has been completed and will be reviewed at the final meeting of <br />the Mayor's Committee on December 7, 2004. A copy of the plan is included as an attachment to this <br />agenda summary. <br /> <br />BACKGROUND <br />In 2002, Mayor Torrey appointed a thirteen member group of citizens for the purpose of providing <br />guidance to the update of the City of Eugene Parks, Recreation, and Open Space Comprehensive Plan. <br />The purpose of the plan is to create a 20-year vision and implementation strategy for recreation <br />programs, parks and open space acquisition and the development of parks and recreation facilities. The <br />Mayor's committee met more than 20 times over the past two years, completing the following plan <br />tasks: <br />· Review of public involvement findings that included input from over 3,000 residents; <br />· Review of the inventory and assessment of the existing parks and open space system; <br />· Review of the inventory and assessment of the existing recreation programs; <br />· Development of a planning framework that describes a vision, core values, and key goals; and <br />· Recommendation of strategies and actions for the future, including capital and non-capital <br /> improvements which have been prioritized for 5-, 10-, and 20-year implementation time frames. <br /> <br />Over the course of the planning process staff provided updates to the council. In October 2003, staff <br />reviewed results of ongoing public involvement efforts, findings of the recreation programs and services <br />inventory and evaluation, and findings of the parkland and recreation facility inventory and evaluation. <br />In June 2004, the council heard an update on the development of the plan vision, core values, goals, and <br />the categories for future strategies and actions, and a report on the findings from the April 2004 <br />Community Design Forum. <br /> <br /> L:\CMO\2004 Council Agendas\M041208\S041208B.doc <br /> <br /> <br />
