ADMINISTRATIVE ORDER NO. 58 -15 -10 <br />of the <br />Public Works Department <br />City of Eugene, Oregon <br />DELEGATING AUTHORITY TO THE PARKS AND OPEN SPACE <br />DIVISION MANAGER OF THE PUBLIC WORKS DEPARTMENT TO <br />ACT AS THE URBAN FORESTER. <br />The Executive Director of the Public Works Department of the City of Eugene finds <br />that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, <br />the City Manager is designated as the administrative head of the City, specifically authorized to <br />appoint and remove all employees (except as otherwise provided in the Charter), organize, and, <br />as deemed necessary, disband and reorganize various City departments, and to enforce all <br />ordinances of the City. <br />B. On May 28, 2015, the City Manager issued Administrative Order No. 21 -15 -02 <br />granting the Executive Director of the Public Works Department the authority to perform and <br />carry out the duties and responsibilities of the Urban Forester set forth in the Eugene Code, 1971. <br />That Administrative Order also provided that the Public Works Executive Director may delegate <br />that authority to such person or persons qualified to carry out such duties upon finding it would <br />be more efficient and in the public interest to do so. <br />C. It would be most efficient and in the public interest to delegate to the Parks and <br />Open Space Division Manager of the Public Works Department the authority to perform and <br />carry out the duties and responsibilities of the Urban Forester set forth in the Eugene Code, 1971. <br />On the basis of these findings, I order that: <br />1. The Parks and Open Space Division Manager of the Public Works Department is <br />hereby authorized to perform and carry out the duties and responsibilities of the Urban Forester <br />set forth in the Eugene Code, 1971. <br />2. The Parks and Open Space Division Manager of the Public Works Department <br />may in turn delegate the authority delegated in this Order to such person or persons qualified to <br />perform such duties upon finding it would be more efficient and in the public interest to do so. <br />3.
