ADMINISTRATIVE ORDER NO. 58-15-29 <br />of the <br />Traffic Engineer of the City of Eugene <br />AMENDING THE BOUNDARIES OF RESIDENTIAL PERMIT PARKING <br />ZONE B IN THE WEST UNIVERSITY NEIGHBORHOOD <br />ASSOCIATION (WUNA) AREA; REPEALING ADMINISTRATIVE <br />ORDER NOS. 58-91-07, 58-01-01 AND 58-01-09 AND ANY OTHER <br />PREVIOUSLY ADOPTED ADMINISTRATIVE ACTIONS REGARDING <br />THE WUNA RESIDENTIAL PERMIT PARKING ZONE B AND <br />COMMUTER PERMIT D; AND PROVIDING A SEVERABILITY <br />CLAUSE. <br />The Traffic Engineer of the City of Eugene finds that: <br />A. EC 5.040 authorizes the City Manager or the Manager's designee to take <br />administrative action establishing parking area time limitations, including the form of <br />permissible parking and imposing conditions upon which the streets and other public property <br />may be used for parking. <br />B. Pursuant to the above -authority, the City Manager adopted Administrative Order <br />No. 58-92-07, adopting Residential Permit Parking Zone Regulations, Administrative Rule R- <br />5.040. <br />C. Administrative Rule R -5.040-C provides that the Traffic Engineer ,may establish a <br />residential permit parking zone upon the application by an owner/residential or, in an area for <br />which no owner/resident application has been received, provided that: (a) establishment of the <br />zone is necessary in order to meet the objectives of the policies set forth herein; (b) the proposal <br />would meet the criteria for approval set forth in R -5.040-F had an application been submitted; <br />and, (c) failure to establish a zone would create a hardship for residents in the area or contribute <br />to traffic congestion in the area. <br />D. In 1991, the Traffic Engineer adopted Administrative Order No. 58-91-07 <br />establishing residential permit parking Zones B, C and C -D (commuter permit D) for property <br />located within the West University Neighborhood Association (WUNA). Since that time, the <br />Traffic Engineer has adopted Administrative Order Nos. 58-01-01 and 58-01-09 which expanded <br />Zone B residential permit parking throughout the WUNA area. <br />E. In accordance with Administrative Rule R -5.040-C, expanding the existing <br />boundaries of the WUNA residential permit parking Zone B is necessary to meet the objectives <br />Administrative Order -- Page 1 of 3 <br />
