ADMINISTRATIVE ORDER NO. 57-16-01 <br />of the <br />Executive Director of the <br />Library, Recreation & Cultural Services Department <br />City of Eugene, Oregon <br />DELEGATING TO THE HULT CENTER GENERAL MANAGER OF THE <br />LIBRARY, RECREATION & CULTURAL SERVICES DEPARTMENT <br />THE AUTHORITY TO NEGOTIATE RATES LISTED IN THE FEE <br />SCHEDULE FOR THE HULT CENTER. <br />The Executive Director of the Library, Recreation & Cultural Services Department <br />of the City of Eugene finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the <br />City Manager is designated as the administrative head of the City, specifically authorized to <br />appoint and remove all employees (except as otherwise provided in the Charter), organize, and, as <br />deemed necessary, disband and reorganize various City departments, and to enforce all ordinances <br />of the City. <br />B. Pursuant to that authority, my appointment as Executive Director of the City's <br />Library, Recreation & Cultural Services Department has most recently been affirmed by the City <br />Manager's Administrative Order No. 21-13-01. In such capacity, I have the responsibility for <br />supervision of the Library, Recreation & Cultural Services Department and its employees. <br />C. On December 29, 2015, the City Manager issued Administrative Order No. 57-15- <br />03-F, granting the Executive Director of the Library, Recreation & Cultural Services Department <br />or the Director's designee authority to negotiate rates lower than those listed in the Hult Center <br />Fee Schedule. <br />D. It would be most efficient and in the public interest to delegate to the Hult Center <br />General Manager authority to negotiate the rates. <br />On the basis of these findings, I order that the Hult Center General Manager is granted <br />authority to negotiate rates lower than those listed in the Hult Center Fee Schedule when such rate <br />adjustments are in the best interest of the City and facilitate the offering of cultural events and <br />programs.
