ADMINISTRATIVE ORDER NO. 58-16-01 <br />of the <br />City Engineer <br />City of Eugene, Oregon <br />ADOPTING THE AMENDED PUBLIC IMPROVEMENT DESIGN <br />STANDARDS MANUAL AND REPEALING ADMINISTRATIVE ORDER <br />NOS. 58-11-11 AND 58-12-11. <br />The City Engineer of the City of Eugene finds that: <br />A. Provisions in Chapters 6, 7 and 9 of the Eugene Code, 1971, impose requirements <br />and restrictions with respect to the design, location, and construction of public improvements. <br />Section 7.085 of the Code explicitly directs me, as City Engineer, to prepare design standards and <br />standard specifications for construction of public improvements. <br />B. Consistent with the above authority, on December 5, 2011, Administrative Order <br />No. 58-11-11 was issued adopting the Public Improvement Design Standards Manual (dated <br />November 10, 2011) ("Manual"). On August 21, 2012, Administrative Order No. 58-12-11 was <br />issued adopting amendments to the November 10, 2011 Manual. Changes in provisions of the <br />Eugene Code, 1971, federal and state law, rules and regulations, and other adopted City policies <br />have occurred since that time, and an updated Manual (dated Pebruary, 2016) has been prepared, <br />a copy of which is attached to this Order and incorporated herein by reference, that takes those <br />changes into consideration. In addition, the design standards for street lighting systems adopted <br />by Administrative Order No. 58-07-09-F have been incorporated into the Manual and <br />Administrative Order No. 58-07-09-F will be repealed after issuance of this Order. <br />C. Development of this updated Manual is intended to ensure that City staff, <br />contractors, and the public are aware of the requirements and standards imposed with respect to <br />the design and construction of public improvements within the City, and that those requirements <br />and standards are uniformly applied. <br />D. In addition to the standards contained within the Manual, the Appendices contain <br />additional policies or standards applicable to the design, location and construction of public <br />improvements. Some of those Appendices consist of separately adopted administrative rules or <br />regulations of other agencies. <br />Now, Therefore, <br />THE CITY ENGINEER OF THE CITY OF EUGENE ORDERS AND DIRECTS <br />THAT: <br />1. Administrative Order Nos. 58-11-11 and 58-12-11, and the Public Improvement <br />Design Standards Manual adopted by those Orders, are repealed as of the effective date of this <br />Order. <br />Administrative Order - Page 1 of 2 <br />
