The subject <br />site is a 4.14-acre site, comprised of two parcels in the Summer Oaks-Crescent Center subdivision, and <br />is located east of Coburg Road, on the south side of Crescent Avenue, east of Suzanne Way. The <br />applicant requests a change to the current Willakenzie Area Plan land use diagram from Neighborhood <br />Commercial/Nodal Development to Community Commercial/Nodal Development; to amend the <br />Willakenzie Area Plan text to provide new policy language supporting the Community Commercial <br />designation, limiting the number of vehicular trips per day to the site and reducing the required Floor <br />Area Ratio for the subject site; to amend the Eugene Land Use Code 9.9700 to incorporate amended <br />policy language in the Willakenzie Area Plan; and to change to the existing zoning from C-1/SR/ND <br />Neighborhood Commercial with Site Review and Nodal Development overlay zones, to C-2/SR/ND <br />Community Commercial with Site Review and Nodal Development overlay zones. This request does <br />not include a development proposal. <br /> <br /> <br />BACKGROUND <br /> <br />The City of Eugene Planning Commission held a pubic hearing on August 14, 2007, to consider the <br />requested refinement plan amendment, code amendment and zone change. Following the close of the <br />public hearing, the Planning Commission left the public hearing record open for new evidence and <br />testimony by August 22, 2007, and any rebuttal comments from the applicant by August 29, 2007. <br />Subsequently, on September 17, 2007, the Planning Commission met for deliberations and voted four to <br />one to recommend approval of the requests to the City Council. The Planning Commission’s findings, <br />which provide a detailed analysis of the proposal relative to the applicable approval criteria, are attached <br />as Exhibit A to Attachment A. No letters of public testimony, other than testimony provided by the <br />applicant’s representative, have been received to-date. <br /> <br />The refinement plan amendment request includes a change of policy language which, if approved, must <br />also be incorporated into the land use code through a code amendment process.
