The attached report describes the Planning Commission’s activities from July 2006 <br />through June 2007, and includes the recommended work program for FY08. <br /> <br /> <br />BACKGROUND <br /> <br />Since 1992, the Planning Commission and City Council have held joint annual meetings to review the <br />work program and annual report, and to request council approval of the work program. Over the last <br />few years, the joint meeting has proved a successful tool for establishing and prioritizing the work tasks <br />for the Planning Division. This year’s annual report and work program are presented in a new format, <br />designed to increase the readability, transparency, and accessibility of the work of the Planning <br />Commission and Planning Division. The proposed work program included in the attached annual report <br />reflects the ongoing work of the Planning Division, continuing tasks prioritized by council in FY07, and <br />new tasks identified for FY08. The “Emerging Issues” section of the work program identified tasks <br />anticipated for future years, and issues that should be revisited and identified as future work program <br />tasks. <br /> <br />As the draft work program illustrates, items listed as “High Priority” represent the primary program <br />areas of the Planning Commission and Planning Division. In addition to specific mandated and ongoing <br />duties, such as processing land use applications, these tasks make up the vast majority of the Planning <br />Division’s and Planning Commission’s work program. <br /> <br />The Planning Commission sought public input on this year’s proposed work program through the <br />distribution of an online survey, and by setting aside time at its meeting to hear input on the work <br />program. Over 100 comments were received through the online survey, which was publicized <br />extensively through the City of Eugene Portal web pages, through public notice mailings for land use <br />applications, and by email distribution through interested party address lists. Comments were received <br />on a variety of topics, but overwhelmingly reflect an interest in the ongoing work program task on Infill <br />and Compatibility Standards. <br /> <br /> <br /> <br /> F:\CMO\2007 Council Agendas\M071024\S071024A.doc <br />
