<br />ADMINISTRATIVE ORDER NO. 58-07-09-F <br />of the <br />City Manager Pro Tern of the City of Eugene <br /> <br />AMENDMENT OF DESIGN STANDARDS FOR STREET LIGHTING <br />SYSTEMS ADMINISTRATIVE RULE R-7.085/SL AND REPEAL OF <br />ADMINISTRATIVE ORDER NO. 58-03-13-F. <br /> <br />The City Manager pro tern of the City of Eugene finds as follows: <br /> <br />A. Section 2.019 of the Eugene Code, 1971, authorizes the City Manager to adopt <br />rules and regulations necessary for the administration or enforcement of provisions of the <br />Eugene Code, 1971. Section 7.085 of the Eugene Code, 1971 authorizes the preparation of <br />design standards and standard specifications for construction, reconstruction, or repair of public <br />improvements. <br /> <br />B. On November 22, 1999, Design Standards and Guidelines for Eugene Streets, <br />Sidewalks, Bikeways and Access Ways ("Standards and Guidelines") were adopted by <br />Resolution No. 4608, and the Eugene Arterial and Collector Street Plan ("the Plan") was adopted <br />as findings to Ordinance No. 20181. Both the Standards and Guidelines and the Plan included <br />street lighting design standards. The Standards and Guidelines included requirements that: <br />1. Street lighting shall be provided on arterial and collector streets, in accordance <br />with standards of the Illumination Engineering Society of North America (IES). <br />2. Street lighting shall be provided on local streets in accordance with IES standards. <br />3. Bicycle/pedestrian paths shall be lit and shall comply with IES standards. <br /> <br />C. On August 4, 2003, Administrative Order No. 58-03-13-F was issued adopting <br />Design Standards for Street Lighting Systems Administrative Rule R-7.085/SL for the purpose <br />of providing additional information and guidance for achieving the goals of the street lighting <br />standards. <br /> <br />D. On September 12, 2007, Administrative Order No. 58-07-09 was issued <br />proposing to amend Design Standards for Street Lighting Systems Administrative Rule R- <br />7.085/SL in order to remove portions of the design standards that are duplicative to standards <br />that already exist in Chapter 7 of the Eugene Code, 1971, to add definitions, and to make general <br />updates. <br /> <br />E. Notice of the proposed amendment was given by making copies available to any <br />person who had requested such notice and by publication of the Notice in the Register Guard <br />newspaper on September 22, 23, 24, 25, and 26, 2007. The Notice provided that written <br />comments would be received for a period of 15 days from the date of the first publication. No <br />comments were received within the time or in the manner provided in the notice. <br /> <br />Based upon the above findings, which are adopted, and pursuant to the authority <br />contained in Sections 2.019 and 7.085 of the Eugene Code, 1971, I adopt Design Standards for <br />Street Lighting Systems Administrative Rule R-7.085/SL as follows: <br /> <br />Administrative Order - Page 1 <br />07 street light rule - 2ao (00182632) <br />
