While the majority of <br />appointments occurred in October, the recruitment period for the Budget Committee and Planning <br />Commission was extended due to a relatively low number of applicants. In the time since the decision <br />to extend the recruitment for the Budget Committee and Planning Commission was made, there was a <br />resignation from the Police Commission and two resignations from the Whilamut Natural Area <br />Citizen Planning Committee. <br /> <br /> <br />BACKGROUND <br />Each year, the council makes appointments to boards, committees and commissions. The last <br />major recruitment and appointment process occurred in October 2006. Chapter 2 of the Eugene <br />Code addresses standing committees to the City Council and the appointment process for those. <br />For most standing committees created in the Code, the council is the appointing authority. <br /> <br />The annual recruitment for boards, committees and commissions was initiated on July 16, 2007, <br />and concluded on September 7, 2007. The recruitment was publicized on the Internet, through <br />press releases, council newsletter items, City offices, and at City-related meetings and events. <br /> <br />Members of the council were provided with copies of the applications. From this, the council <br />selected those persons who were to be considered as finalists and who were subsequently <br />interviewed by the council. If an applicant received five or more votes to be appointed, that <br />person was presumed to be appointed and thus the motion to appoint reflects that presumption. <br /> <br />The recruitment period for the Budget Committee and Planning Commission was extended until <br />Friday, October 26. A relatively low number of applications were received for both of these <br />bodies and, at the direction of the City Council, these appointments were delayed until the <br />appointments were made to the Human Rights Commission, the Sustainability Commission and <br />the Toxics Board. <br /> <br />The City Council appoints members to the Budget Committee and Planning Commission.
