The <br />workshop will include a presentation and discussion of several options which the Urban Renewal <br />Agency Board (URA) could consider. <br /> <br /> <br />BACKGROUND <br />The URA issued a Request for Qualifications (RFQ) for the redevelopment of West Broadway in <br />December 2006. (See Attachment A - West Broadway Redevelopment Area Map.) The URA selected <br />Beam Development and KWG Development Partners as qualified development teams and directed staff <br />to initiate actions related to agreements with the developers. The URA also provided direction to <br />establish a West Broadway Advisory Committee (WBAC) to work with a qualified urban <br />planner/facilitator and the developers; and to identify preferred design elements, mix of uses, public <br />open spaces, options for parking, as well as a transition plan for existing businesses. The WBAC <br />recommendations were presented to the URA on September 19, 2007. The URA took action on the <br />recommendations on September 24, 2007. <br /> <br />On August 13, 2007, the URA approved an amendment to the Downtown Urban Renewal Plan to <br />increase the spending limit in the Downtown District by $40 million. Following approval, an effort to <br />refer the amendment to the voters began. The URA then took action on August 15 to place the increased <br />spending limit on the November 6 ballot (Ballot Measure 20-134). The ballot measure failed, with 63 <br />percent opposed to the spending limit increase. (See Attachment B for complete project history.) <br /> <br />The proposed $40 million increased spending limit was initiated to support the comprehensive <br />redevelopment of West Broadway based on the Beam and KWG concepts. Given the failure of the <br />ballot measure, staff has identified several options regarding potential next steps for West Broadway. A <br />summary of options is included in Attachment C and a summary of funding sources is included in <br />Attachment D. The range of options that have been identified capture a variety of possibilities, and each <br />option has different strategies that could be employed. Because this is not an exhaustive list of all <br />possible options, the URA may have others that could be added and discussed.
