<br />M I N U T E S <br /> <br /> <br />Eugene City Council <br />McNutt Room – City Hall <br />777 Pearl Street—Eugene, Oregon <br /> <br /> October 10, 2007 <br /> Noon <br /> <br />COUNCILORS PRESENT: Andrea Ortiz, Chris Pryor, Betty Taylor, Bonny Bettman, Solomon, <br />George Poling, Mike Clark, Alan Zelenka. <br /> <br />ABSENT: Jennifer Solomon. <br /> <br />Her Honor Mayor Kitty Piercy called the meeting of the Eugene City Council to order. <br /> <br />A. WORK SESSION: Minor Code Amendments <br /> <br />Assistant City Manager Luell introduced Principal Planner Steve Nystrom to present the minor code <br />amendments. <br /> <br />Mr. Nystrom presented an overview of the progress made to date on amending the land use code to address a <br />variety of issues. He said Phase I, focusing on clarifying ambiguous or conflicting language, was completed <br />a year ago; Phase II began in early 2007 and focused on improving the land use code. He said a consultant <br />was hired as project manager for Phase II and extensive community outreach was conducted to solicit <br />suggestions from the public for amendments. He said over 220 amendments were suggested and the staff, <br />consultants and Planning Commission began the process of working with the public to determine which were <br />priorities. He said the Planning Commission eventually selected a working list of 20 amendments that were <br />representative of community priorities and the purpose of the work session was to share that information and <br />receive feedback from the council on the process before proceeding with the next steps. He briefly reviewed <br />the Planning Commission's list of amendments, noting that the list described an amendment, assigned a level <br />of complexity, identified the source of the suggestion and provided explanatory comments. He said a white <br />paper would be developed on each amendment before beginning the formal hearing process before the <br />Planning Commission and the City Council and final approval by the council. <br /> <br />Ms. Piercy expressed her appreciation for organization of the material.
