<br />ADMINISTRATIVE ORDER NO. 53-07-09-F <br />of the <br />City Manager Pro Tern <br /> <br />ADOPTING MANUFACTURED DWELLING PARK <br />CLOSURE RULE R-1086, AND REPEALING <br />ADMINISTRATIVE ORDER NOS. 53-06-04 AND 53-07-04. <br /> <br />The City Manager Pro Tern of the City of Eugene finds that: <br /> <br />A. Sections 2.019, 2.1078 and 2.1086 of the Eugene Code, 1971, authorize <br />the City Manager to adopt rules relating to condominium conversion and manufactured <br />dwelling park closures. <br /> <br />B. Pursuant to that authority, on November 30, 2007 I issued Administrative <br />Order No. 53-07-09 proposing the adoption of Manufactured Dwelling Park Closure <br />Rule R-1086, and the forms appended thereto, to bring the existing rules into <br />compliance with some recently adopted Code provisions. The proposed revisions were <br />also based on recommendations from the Housing Policy Board. In addition, staff <br />recommended that separate rules be established for condominium conversion and <br />manufactured dwelling park closure. I concurred with those recommendations. <br /> <br />C. Notice of the proposed adoption of Manufactured Dwelling Park Closure <br />Administrative Rule R-1086 was given by publication in the Register Guard, a <br />newspaper of general circulation within the City for at least five days, to-wit, November <br />20, 21, 22, 23 and 24,2007. The notice was also made available to persons who had <br />requested notice, and provided that written comments could be submitted thereon for a <br />period of fifteen days from the date of first publication. No comments were received <br />within the time and manner required by the notice. <br /> <br />Therefore, based upon the above findings, and the findings in Administrative <br />Order No. 53-07-09 which are hereby adopted, and pursuant to the authority contained <br />in Sections 2.019 and 2.1086 of the Eugene Code, 1971, I hereby order that: <br /> <br />1. Administrative Order Nos. 53-06-04 and 53-07-04 are repealed, as of the <br />effective date of this Order. <br /> <br />2.
