ADMINISTRATIVE ORDER NO. 53-15-14-F <br />of the <br />City Manager of the City of Eugene <br />AMENDMENT OF THE MULTIPLE -UNIT PROPERTY TAX <br />EXEMPTION APPLICATION FEE SCHEDULE AND REPEAL OF <br />ADMINISTRATIVE ORDER NO. 53-02-03-F. <br />The City Manager of the City of Eugene finds as follows: <br />A. Section 2.020 of the Eugene Code, 1971, authorizes the City Manager of the City <br />of Eugene to determine and set fees and charges to be imposed by the City for services, goods, <br />use of municipal property, and licenses and permits. Section 2.945 of the Eugene Code, 1971, <br />authorizes the City Manager to establish fees for processing applications for multiple -unit <br />property tax exemptions. <br />B. In accordance with the procedures of Section 2.020 of the Eugene Code, 1971, on <br />October 2, 2002, Administrative Order No. 53-02-03-F was issued adopting the Multiple -Unit <br />Property Tax Exemption Application Fee Schedule ("the Fee Schedule"), as set forth in Exhibit <br />A attached to that Administrative Order. <br />C. On September 25, 2015, Administrative Order No. 53-15-14 was issued <br />proposing to amend the Fee Schedule. Notice of the proposed amendments, attached as Exhibit <br />A to Administrative Order No. 53-15-14, was posted at two locations at City Hall on October 2, <br />2015, provided to the Mayor and City Councilors, and made available to persons who had <br />requested such notice. The Notice provided that comments would be received for a period of 15 <br />days from the date of posting. No comments were received within the time or in the manner <br />provided in the Notice. <br />D. I find that the fees set forth in Exhibit A attached to this Order are the fees to be <br />charged for the described services. In determining the fees, I have considered the applicable <br />policies, enactments and directives of the City Council, the full costs of providing these services <br />supported by the fees, and the amounts charged by other comparable providers. I have not <br />considered the amount charged for these services by the City in the past because the consultant <br />fee is new. Nor have I considered the revenue needs of the City as determined by the adopted <br />City budget because no portion of the consultant's fee will be retained by the City. <br />On the basis of these findings, I order that: - <br />1.
