ADMINISTRATIVE ORDER NO. 58-04-21-F <br /> of the <br /> City Manager of the City of Eugene <br /> <br /> ADOPTION OF STANDARDS FOR TRANSPORTATION DEMAND <br /> MANAGEMENT (TDM) PROGRAM ADMINISTRATIVE RULE R-9.8030(10). <br /> <br /> The City Manager of the City of Eugene finds as follows: <br /> <br /> A. Section 2.019 of the Eugene Code, 1971 (EC) authorizes the City Manager to adopt <br />rules for administration and implementation of any provisions of that Code, including provisions in <br />EC Chapter 9 that require a developer to provide a certain number of off-street parking spaces, <br />subject to provisions authorizing an adjustment, and the requirement to have a Transportation <br />Demand Management (TDM) Program that has been approved by the City. <br /> <br /> B. Pursuant to that authority, and based on the findings contained in Administrative <br />Order No. 58-04-21, the City Manager proposed the adoption of Standards for Transportation <br />Demand Management (TDM) Program Administrative Rule R-9.8030(10). <br /> <br /> C. Notice of the proposed adoption of Transportation Demand Management (TDM) <br />Program Administrative Rule R-9.8030(10) was pubhshed tn the Register Guard, a newspaper of <br />general circulation w~thin the City for at least five consecutive days, to-wit, on December 12, 13, 14, <br />15 and 16, 2004. The Notice was also posted at C~ty Hall on December 13, 2004, made available <br />to persons who had requested notice, and provided that written comments would be received thereon <br />for a period of 30 days from the first date of publication. Persons could also provide written or oral <br />comment at the public hearing held on January 6, 2005. No comments were received within the time <br />or in the manner required by the Notice and no one testified at the public hearing. <br /> <br /> Based on the above findings, which are hereby adopted, and the findings in Administrative <br /> Order No. 58-04-21, I hereby adopt Standards for Transportation Demand Management (TDM) <br /> Program Administrative Rule R-9.8030(10), to provide as follows: <br /> <br /> STANDARDS FOR TRANSPORTATION DEMAND MANAGEMENT PROGRAM <br /> ADMINISTRATIVE RULE R-9.8030(10) <br /> <br /> R-9.8030(10)-A Purpose. As provided in EC 9.8030(10), the purpose of a Transportation <br /> Demand Management (TDM) Program is to provide a mechanism for the applicant seeking an <br /> adjustment to the number of off-street parking space provisions of EC 9.6410 to demonstrate that <br /> it has a strategy for reducing vehicle use and parking demand generated by the development and that <br /> the applicant has established benchmarks by which the program's effectiveness will be measured <br /> <br /> Administrative Order - 1 <br /> J \e mam\00090\l 5 la\00107080 WPD <br /> <br /> <br />
