RESOLUTION NO. 4718

A RESOLUTION CONCERNING EXPENDITURE OF
TRANSPORTATION SYSTEMS DEVELOPMENT CHARGE
REIMBURSEMENT FEES

The City Council of the City of Eugene finds as follows:

A. On April 8, 2002, by Resolution No. 4717, the City Council adopted Systems
Development Charge Methodologies that include a reimbursement fee, as defined in section 7.010
of the Eugene Code, 1971, as part of the systems development charge (SDC) for the transportation
system.

B. The City Council has identified preservation and maintenance of the City's existing
arterial and collector streets as a pressing need and has determined to allocate transportation system
SDC reimbursement fees for that purpose. The City Manager should prepare the proposed budget
consistent with that allocation; however, the Budget Committee or the Council subsequently may
decide to use some or all of the reimbursement fees for a different purpose allowed by state statute
and the Eugene Code, 1971.

NOW, THEREFORE, based on the above findings,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
municipal corporation of the State of Oregon, as follows:

Section 1. In preparing the proposed budget, the City Manager shall allocate
transportation SDC reimbursement fee revenue to SDC-eligible capital improvement costs associated
with preservation and maintenance of Eugene's arterial and collector streets.

Section 2.

This Resolution shall become effective on May 8, 2002.

The foregoing Resolution adopted the 8th day of April, 2002.

~~~ L ~A~
,.
