<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br />Workshop: City Council Priority Issue - City Hall Complex <br /> <br /> <br />Meeting Date: October 18, 2006 Agenda Item Number: A <br />Department: Central Services Staff Contact: Mike Penwell <br />www.eugene-or.gov Contact Telephone Number: 682-5547 <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The purpose of the October 18, 2006, workshop is to introduce principles of architectural design <br />and urban planning that will guide the concept design options for City Hall, discuss factors that <br />will influence decisions about police consolidation and site, and preview the fourth and final <br />community forum. Feedback from the November 2, 2006, community forum will be brought <br />back to the council at the November 22, 2006, work session to help inform the council’s <br />decision-making process. <br /> <br /> <br />BACKGROUND <br /> <br />At the September 20, 2006, City Council work session, the council selected two sites for use by <br />the consultant team in developing concept design options for the City Hall Complex: 1) the <br />thth <br />existing City Hall site bounded by 7 and 8 avenues on the north and south and High and Pearl <br />th <br />streets on the east and west; and 2) the Rock N Rodeo/Butterfly Lot site on the south side of 7 <br />Avenue between Oak and Willamette streets. See Attachment A for a complete council action <br />history related to the City Hall Complex. <br /> <br /> <br />RELATED CITY POLICIES <br />The City Hall Complex master planning and public participation process relates to the council <br />goals of an effective, accountable municipal government, a safe community, and sustainable <br />community growth and change. In addition, the City Hall Complex Action Plan identifies key <br />issues that must be addressed as the action plan moves forward. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The council is asked to provide general direction on the concept design options for the existing <br />City Hall building including input on the design principles used to generate those options. While <br />it is not anticipated that any formal motions will be introduced during this workshop, there <br />will be opportunities to provide input on what factors are important to the council for making <br />decisions on police consolidation and site selection at the November 22, 2006, work session. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />There are no specific recommendations for this agenda item. <br /> <br />L:\CMO\2006 Council Agendas\M061018\S061018A.doc <br /> <br />
