<br />ADMINISTRATIVE ORDER NO. 53-06-06-F <br />of the <br />City Manager of the City of Eugene <br /> <br />ADOPTING A PAYDAY LOANS BUSINESS LICENSE FEE <br />SCHEDULE. <br /> <br />The City Manager of the City of Eugene f"mds as follows: <br /> <br />A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br />determine and set fees and charges to be imposed by the City for services, goods, use of <br />municipal property, and licenses and permits. In addition, Section 3.552 of that Code <br />specifically authorizes the City Manager to establish fees in order to implement the newly <br />adopted provisions regulating payday loans as set forth in Sections 3.550 to 3.560 of that Code. <br /> <br />B. Pursuant to that authority, on August 11, 2006 I issued Administrative Order No. <br />53-06-06 and notified the Mayor and City Councilors that I intended to adopt the Payday Loans <br />Business License Fee Schedule as set forth in the Notice attached as Exhibit A thereto, to <br />become effective September 1, 2006. <br /> <br />C. The Notice was also posted at two locations at City Hall and published in the <br />Register Guard, a newspaper of general circulation within the City, on August 15, 2006, <br />provided to persons who had requested notice, and was made available for inspection by <br />interested persons at the offices of the City Manager, 777 Pearl Street, Eugene, Oregon 974021 <br />during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of <br />holidays). The Notice provided that written comments would be received thereon for a period of <br />15 days from the date of posting and publication. No comments were received within the time <br />and manner required by the Notice. <br /> <br />D. Based upon the above findings, and the findings in Administrative Order No. 53- <br />06-06, I find that the proposed fees are consistent with applicable policies and directives of the <br />City Council, including the requirement that the fees charged recover the City's costs of <br />providing the services, and the Payday Loans Business License Fee Schedule attached as Exhibit <br />A hereto should be adopted as the fees to be charged for the services set forth therein. <br /> <br />On the basis of these findings, I ~rder that: <br /> <br />1. The Payday Loans Business License Fee Schedule attached as Exhibit A hereto is <br />hereby adopted, effective as of September 1, 2006. <br /> <br />2.
