<br />MINUTES <br />EugeneCityCouncil <br />HarrisHall,125East8Avenue <br />th <br />Eugene,Oregon97401 <br />April10,2017 <br />5:30p.m. <br />CouncilorsPresent: <br /> WORK SESSION: Process for Appointment of Ward 4 City Councilor <br />A. <br />Council Support Manager Beth Forrest and City Attorney Glenn Klein gave an update and <br />background information on the Ward 4 appointment and possible election process. <br /> Council discussion: <br />Prefer longer recruitment to give people time to make the decision to serve. <br />Process should be consistent with the Ward 6 recruitment in 2012. <br />Allowing more time could enhance candidate pool. <br />Goal should be to choose replacement as expeditiously as possible. <br />Need to be thoughtful, deliberate, and inclusive as possible, but also recognize need <br />to have full complement of councilors. <br />Support extending the timeline without jeopardizing the process. <br />Important issues will be deliberated; Ward 4 should have equal representation. <br />Election process needs to be clear to everyone with an interest in serving. <br />Ensure adequate time for council discussion. <br />MOTION AND VOTE with friendly: <br />Councilor Zelenka, seconded by Councilor Syrett, <br />PASSED 4:3 <br />moved to extend the application deadline to May 19, 2017., Councilors <br />Semple, Clark, and Evans opposed. <br />MOTION AND VOTE: <br /> Councilor Zelenka, seconded by Councilor Clark, moved to <br />direct the City Manager to bring back a resolution related to the election on the Ward 4 <br />PASSED 7:0. <br />2018 term. <br />B.
