E. Wilder. Thel~e were present all C01.Lncilrnen except Washburne am 'Lamb. <br />Minu tesot' :March 11, and 25 , approved. <br /> <br />Hr. HeLLs appeared before the Cou11cil asking that the old petition 1'01' <br />a sidewalk on the North side or Cl~OSS Avenue 1'1'0111 Polk Street t,o Railroad Boule- <br />vard be considered, and that a sidewalk be ordered in. Mr. Roy Stien expressed <br />a wi llingness lio cons tr1.w t a sidewalk along hi s pI'ope rty wi th out the passage of <br />an Ordinance. No further action was taken. <br /> <br />The Finance Commi ttee, by Chairman Large, reCom[llende{i that the report <br />ot' the Auditors be accepted and filed, and a warrant be dravV!1 in payment for <br />their services in the sum 01' ;jp':l:96.00. Motion was made and seconded to adopt the <br />l'eport, and the ayes and nays were callecl, all present voting aye, absent and <br />not vo t Lng, lria shbul"'ne and Lamb. <br /> <br />The Finance Committee recommended that the regular monthly bills as approv- <br />ed by them be allowed, and a motion was made ,seconded and (iuly carried to adopt <br />slich re port. <br /> <br />Chairman Zumwalt reported that the Health Committee was waiting for further <br />advise from the State 01'ficers on the lnatter of Meat Inspection. <br /> <br />1\11'. Reiei, Chairman of the ~ewer Commit tee, reported a complaint from <br />property owner~3 had been received as to an unsanitary condition resulting from the <br />failure to conne ct up a 1a t eral sewer to th e fIla in sewer on 11th Avenue Eas t, and <br />the Cit y .Engineer expla ined that this was some thing which apparently had been <br />overlooked a good inany years BgO in the construction of the new sewer. The matter <br />was lef't in the hands of the Sewer Committee. <br /> <br />City Attorney Calkins reported that two lots at the Aviation Field in the <br />run way of the Field had been sold to private parties for d~linCluent taxes, and <br />he was ins tructied to take the necessary steps to acq,uire this property,and also <br />to investigate the matter as to a third l.ot in the same location to which the Ci ty <br />had not acq,uired title. <br /> <br />The Cit.}r Attorney also reported that the Bond Attorneys had approved the <br />record 01' the Council on the proposed Interim Bonds. <br /> <br />1 <br /> <br />The Cit.v' Attorney reported also that Mr. Biggs had expressed in a letter <br />the regrets 01' the University for the injury received by 1'Ir'~3. Stebno, and that <br />he had taken u]:) wi th the Fray.{t ernitie s the matter of throwing base balls in the <br />streets, and a,n ef'1'ort to curb this practice to the extent necessary 1'01' public <br />safet,y- was being made. <br /> <br />At this time, liouncilmen ,Washburne and Lamb appeared in the meeting. <br /> <br />The Judiciary Committee by Chairman Washburne, stated that the committee <br />had gone over the ':iuestion of group insurance, and had decided t,o recommend tha t <br />the C ity adopt the plan proposed by tbe Ae tna Insurance Company a sthe Water <br />Board is alread.y carrying it s policy~, wit h this company and it would not seem <br />advisable to make a change on their part, and was desirable that all the city <br />employees should be taken care of in the same com.r;an.}~. A motion was made and <br />seconded to adopt the recommendation 01' the JUdiciary Committee, and at'ter the <br />matter was di scussed and a representative 01' the Artisans had been heard, the ayes <br />and nays were called, all Councilmen voting aye, nay, none. <br /> <br />An o1'1'er of Charles O. Foster to sell to the City, for the sum 01' $L>OO.OO <br />a tract 01' land, 48 feet by 54 :t'eet at the Southwest corner of' Lot 1, Block 1, <br />1~rtins Addition in ymat would be Monroe Street U' extended North, was read and <br />referred back to the Street Committee. <br /> <br />Rtlports of the Eugene Public Lib:rary, and 01' the Cit,y' Building Inspector <br />for the month 01' March were placed on file. <br /> <br />,I <br /> <br />On moti on it Vlas ordered tha t the liu tes provided under Ordiname No. 4110 <br />now vested in the Health Officer and Health Committee, be delegated to the Milk <br />lnspector, and that said ordinance be amended for thlit purpose. <br /> <br />A petition for a Street marker and Street light at the intersection 01' <br />~5th and Nixon Street was re1'erred to the Street Committee as to the marker, and <br />to the Fire & Water Committee as to the Street light. <br /> <br />~ <br />
