Cemetery at 15th and University <br />Streets, presented by the Special Cemetery Association Committee. <br /> <br />Eugene, Oregon, April 30t 1940. <br /> <br />I <br /> <br />/s/ Elisha Large, Mayor <br /> <br />Council Chambers, Eugene, Ore. <br />A ril 30 1940 <br />The Council met in special meeting pursuant to the call of Mayor Large <br />with all councilmen present except Messr. Hanns. <br /> <br />Mayor Large announced that the purpose of the meeting was to discuss <br />ways and means of either moving or making a park out of the I.O.O.F. Cemetery <br />located adjacent to the University of Oregon property. NIT'. L. D. Piercet President <br />of the Cemetery Association Committee, addressed the council stating the associa- <br />tion had been formed in accordance with the state statutes in an attempt to <br />properly take care of the cemetery but revenue for this problem had been entirely <br />insufficient. It had then called upon the officers of the University of Oregon in <br />an attempt to make a deal with the State to take over the property but the State <br />Board of Higher Education had denied the request. Mr. Pierce stated that the <br />association stood ready and willing to give the city all rights and benefits it <br />had acquired under the state law but, it was pointed out thdscwbuld not give the <br />city any right in handling the plots in the cemetery that were privately owned. <br />Comment was made generally as to whether or not the association had ever considered <br />moving the cemetery and Mr. A. A. Reid reported that the association had never <br />discussed such a proposition. Mr. G. D. Maclaren addressed the council as <br />chairman of the Board of Trustees of the 1.0.0. F. Lodge stating that although the <br />cemetery was dedicated as an I.O.O.F. Cemetery any control of management had been <br />surrendered when the state law provided that perpetual care had to be arranged for. <br />However, they" realized the moral obligation and stood ready and Willing to assist <br />in any way possible as they were anxious to see the matter taken care of. It <br />was stated that lbhere were approximately fifteen acres in the tract. Fred Fiskt <br />William Tugman, N~s. W. H. Maxham and various members 'of the council spoke in <br />general discussion. The City Attorney and L. L. Ray discussed legal aspects involve t <br />the result of which was the opinion that additional state legislation would be <br />necessary to properly take care of the project. N~. W.T. Gordon spoke concerning <br />the various details involved and it was generally concluded that it might be possibl <br />to work out an arrangement whereby the present cemetery would be vacated and moved <br />to a new location guaranteeing perpetual upkeep. Then by means of proper legisla- <br />tion the title of the present site would then be transferred to the University of <br />Oregon. In order to further the studYt motion was made, seconded and. duly approved <br />to ref-er the matter to the Judiciary Committee of the Common Council to meet and <br />work with the cemetery association and report their findings and recommendations <br />to ,the Common Council. <br /> <br />I <br /> <br />Upon motion the council adjourned. <br /> <br />C.
