Anderson at 7:30 p.m. on January 12, 1970 in the Council Chamber with .the following <br />Councilmen present: Mrs. Hayward; Messrs. McDonald and Teagu~; Mrs. Bea1; Messrs. He touched on problems of pollution, housing and government finance, and <br />urged the formation of a metropolitan government, explaining that proliferation and fragmentation <br />caused by countless districts and jurisdictions compound the problems. Motion carried. <br /> <br />Public <br />1. <br /> <br />Hearings <br />K. D. Gilbert, change <br />Barger Drive; west of <br /> <br />of zone from AG to RA on property between Royal Avenue and <br />Candlelight. Appeal f~om Conditional Use Permit. <br /> <br />A public hearing on ~pp1ication for zone change ~as scheduled for the meeting of December <br />22. Because of an appeal from the Conditional Use Permit granted by the Planning Commission <br />to permit a mobile home development on the property, Council postponed change of zone hearing <br />so that it could be heafd in conjunction with the conditional use permit appeal. <br /> <br />Mr. Ken Gilbert, owner of the property, reaffirmed statements made to the Planning Commission, <br />explaining that he will develop this property so that it will be of benefit to the <br />community. He has been working with a design team to insure the best development possible. <br /> <br />Mr. A. Bennett, a neighboring property owner, said the conditional use permit for this <br />mobile home had been approved without regard to the' criteria established in the ordinance. <br />He objected that the preliminary plan would eliminate one street, leaving his property <br />land-locked. He also objected to the increased traffic and requested a traffic study of <br />the effect of the development on the neighborhood streets. <br /> <br />I <br /> <br />There was a discussion of existing and future streets in the area, and the effect increased <br />density would have. Mr. Bennett was assured that requirements for mobile home approval <br />state that the street system has to meet Planning Commission approval.
