Anderson at 7:30 p.~.on March 23, 1970, in the Council Chamber, with the fOllowing'Council- <br />men present: Mr. Teagve, Dr. Purdy, Messrs. Gribskov, Mohr and Williams. <br /> <br />Minutes of meetings held February 23, 24 and March 9, 1970 as mailed to Council members, were approved. <br /> <br />Invitation, Agricultural Tour - City Manager circulated a sign-up sheet for an agricultural tour to <br />leave the Fairgrounds at 9:30 March 31, 1970. <br /> <br />Appointments - Mayor Anderson appointed Mr. A. Deane Owens to serve on the Human Ri&hts Commission. <br /> <br />Mrs. Everett Smith, Freeholder Ward 1, was nominated by Mrs. Hayward~to fill the unexpired temof <br />Mrs. Eleanor Herbert on the Budget Committee. <br /> <br />e <br /> <br />Mr Teague moved seconded by Dr. Purdy to approve the nom~nation by Mrs. Hayward of Mrs. Everett Smith <br />to the Budget committee for a term ending December 31, 1971. Motion carried. <br /> <br />Public hearing, Eugene Renewal Agency - Pedestrian Mall, Downtown Shopping Area - Mr. David Hunt, <br />Executive Director of Eugene Renewal Agency, explained proposed development of a downtown pedestrian <br />mall, as designated in the renewal plan. ' He outlined the boundaries proposed in the Ordinance, and <br />explained the areas where vehicular traffic will be permitted. <br /> <br />Councilman Mohr was concerned that the City would be responsible for maintenance of the mall area. The <br />City Attorney explained that the City is responsible for maintenance of city streets' and sidewalks, the <br />difference being that pedestrians, rather than automobiles, will be_ using the streets. <br /> <br />I <br /> <br />Since there were no written protests, and no one in the audience spoke for or against the closure, <br />Mr. Teague moved seconded by Dr. Purdy to approve the Ordinance and Resolution which will enable this <br />closure to proceed. <br /> <br />Mr. Mohr questioned the City being faced with this maintenance cost. In answer to Mr. Mohr's question, <br />the Manager said the estimated cost for maintenance per year would,be between 40 and 50 thousand <br />dollars. In answer to Councilman Williams the Manager said the property owner is now responsible for <br />maintenance of sidewalk area, but there will no longer be a line of demarcation. He agreed this would <br />set a precedent in a similar situation. The City Council would have authority to review and modify, <br />should this seem justified. <br /> <br />Mr. Mohr suggested that if the City could do this, it could justify funding low cost housing. <br /> <br />After further discussion, a vote was taken, and the motion carried. <br /> <br />Public Hearing, Sidewalks in area between 20th Avenue and 29th Avenue, Willamette and Jefferson - <br />Director of Public Works showed transparencies of the area proposed for construction of sidewalks, <br />areas with sidewalks in existence, and the entire study area. Notices were mailed to all affected <br />properties, and replies to these notices were read by the City Manager <br /> <br />I <br /> <br />Petitions were submitted 'both for and against the proposal, and are on file ~n City Hall. <br /> <br />Mr. and Mrs. Clyde Gump; Mr. Robert Paylor, 2207 McMillan; Dr. John W. Bishop; J. Glenn Cougill;' <br />Beatrice E. Cooper; Francis J. Nuttman; P.D. Ma~kie, Jr, 294 West 22nd Avenue, submitted letters <br />protesting the sidewalk proposal. <br /> <br />Robert C. Paylor, 2207 McMillan, took a survey between 26th Avenue and 27th Avenue. and felt sidewalks <br />were unnecessary. He complained they would replace trees and shnubs. <br /> <br />. <br /> <br />II <br />II <br /> <br />Mr. Erick Cooper, 2380 Charnelton and Mr. JohnHotchkiss, 2315 Charnelton, spoke in favor of the pro- <br />posal. Mr. Cooper presented a letter of support signed by owners of 49 properties in the vicinity. <br /> <br />Dr. John Bishop, 287 West 23rd, showed slides to demonstrate what'damage installation of sidewalks <br />would do to landscaping in the area. He felt there was no need for sidewalks on both sides of the <br />street. <br /> <br />Mr. A. Wheeler, 2410 Charnelton, said his driveway was a vacated portion of 24th Street, and said <br />he understood sidewalks were not no be put in on his side at this time. This was confirmed by staff. <br /> <br />I <br /> <br />Mr. Sylvanus Smith, 2361 Charnelton, felt the sidewalk needn't be 5 feet, since almost, everyone has <br />a 3 foot sidewalk, curbside, and he felt the houses were too close to have them extended. Public <br />Works Director said these would be 5 feet, and the 3 foot walks would be extended. In answer to Mr. <br />O. H. ,Dean, 39 West 22nd, Public Works Director said sidewalks would be curbs&de.in his area.
