Anderson at 7:30p.m. on April 13, 1970, in the Council Chamber, with the following
Councilmen present: Messrs. McDonald and Teague; Mrs. Hayward; Dr. Purdy; Mrs. Beal; Messrs.
Gribskov, Mohr and Williams.

Minutes of the meeting held March 23, 1970, as mailed to Council member's, were approved.

I
I
I
I
'I
II
Ii
II
,I
II

Public Hearing, Danebo Neighborhood Development Program - The Planning Director outlined the history
of this area, and efforts of the citizens to improve sanitary services for the area. He pointed out
basic problems, and attempts made by a citizens committee to find solutions. It was found the
neighborhood met criteria for federal assistance, and' it was recently named for funding in the
neighborhood development program.

Mr. Theron Rust, Eugene Renewal Agency, said they had many meetings with residents, and emphasized
the type of work that could be done under this program. He pointed out that, some outright grants
would be made, and in other cases loans could be provided, with 3% interest. He explained that
storm sewers, street lights, sidewalks and parks' would be provrded under the plan at no expense to
taxpayers. He reviewed the renewal plan, and outlined requirements for bringing dwellings up to
standard.

-

II
I
;
I
I

Mr. David Hunt, Eugene Renewal Agency Director, explained that the neighborhood development program
is entirely different from downtown development, that the grant is for one year, and that applica-
tion must be made each year for additional funds.

I

Mr. Otto Poticha, architect, said he was speaking neither for nor against the project, but that a
committee of, architects had many questions and concerns about the immediate issue~ .,?nd "the long range
, issue,. ' 'They'we;r>e ~atfempfing.to" inf0rm, ci tize~s, o.fpossible costs and taxes. He offered-their
services to 'assist :residents in upgrading property': -'

Mrs. Jacyl Montgomery, 2067 Minnesota, asked why the architects had formed the committee and were
,80 concerned. She explained that people in the area had attended many meetings, and had come to
~the city for help. There were many sanitary problems in the area.

Mr. John West said he had lived in that neighborhood 21 years. He admitted it needed sewers but
objected to improvements to his property, since he could not afford an increase in taxes.

Mrs. Gerald Miller, 2285 Minnesota, presented petitions in favor of improvements, and said there
were approximately 40 signatures.

Mrs. Betty Niven, Planning Commission member, said questionnaires were circulated in the neighbor-
hood before the Planning Commission recommended going ahead with the project. The Commission was
very pleased at the response. Most of the citizens wanted to improve the area.

II
I
I

Mr. Peter White, student at the University, aaid he had attended a neighborhood meeting and looked
into the project. He was concerned that the elderly in the area would be displaced and would be
unable to find other housing.

I

Mrs. Justus said her mother lived in the area and she had somewhat the same concerns.

Mr. Hunt explained that housing would have to be brought up to code, but that everything did not
have to be done in the first year. Grants are available to elderly, and possibly the work could
be done with the $3500Qgrant. The elderly would be eligible for housing assistance.

In answer to Council concerns, Mr. Rust said there are no plans for rezoning the area. The
suburban character will be maintained.

-

After further discussion by the Council, Mr. McDonald moved seconded by Mr. Teague to approve the
Danebo Neighborhood Development Program, as proposed by the Eugene Renewal Agency. Motion carried.

A short break was taken.

COMMITTEE REPORTS

Meeting held April 1, 1970.

"Present: Mayor Anderson; Councilmen McDonald, Teague, Hayward, Beal, Gribskov, Mohr and
Williams; City Manager and staff; and others.

1.
