ADMINISTRATIVE ORDER NO, 44.05.02.F of the City Manager of the City of Eugene AMENDMENT OF THE TELECOMMUNICATIONS FEE SCHEDULE AND REPEAL OF ADMINISTRATIVE ORDER NO, 44.97.06.F, The City Manager of the City of Eugene finds as follows: A, Section 2.020 and the provisions of Chapter 3 of the Eugene, Code, 1971 authorize the City Manager to determine and set fees and charges to be imposed by the City for services, goods, use of municipal property, and licenses and permits. B, In accordance with the procedures set forth therein, on April 4, 2005, I issued Administrative Order No. 44-05-02 and notified the Mayor and City Councilors that I intended to amend the Telecommunications Fee Schedule established by Administrative Order No. 44.97.06.F on August 29, 1997, by decreasing the initial registration application fee, and removing the fee for initial Telecommunications Plan cost recovery, as set forth in the Notice of Intended Amendment of Fees attached thereto as Exhibit A, C, Notice was also posted at two locations at City Hall on April 5, 2005, and made available for inspection by interested persons at the office of Information Services Division, 100 W, 10th Avenue, Suite 450, Eugene, Oregon, 97401, during normal. business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays), The Notice provided that written comments would be received for a period of 15 days from the date of posting. No written comments were received within the time or in the manner provided in the Notice. D, Based upon the above findings and the findings in Administrative Order No, 44-05-02, l find that the Telecommunication Fee Schedule should be amended as proposed, In determining the fee amendments, I have considered the applicable policies, enactments and directives of the City Council, the amount charged for these services by the City in the past, the full costs of providing these services supported by the fees, the amounts charged by other comparable providers, and the revenue needs of the City as determined by the adopted City budget, On the basis of these findings, I order that: 1, The fees set forth in Exhibit A hereto are the fees to be charged for the services therein as of the effective date of this Order.'
