M I NUT E S e Eugene City Council City Council Chamber September 17, 1986 Noon COUNCILORS PRESENT: Richard Hansen, Debra Ehrman, Emily Schue, Ruth Bascom, Roger Rutan, Jeff Miller. COUNCILORS ABSENT: Cynthia Wooten, Freeman Holmer. { The adjourned meeting of September 15, 1986, of the City Council of the City of Eugene, Oregon, was called to order by His Honor Mayor Brian B. Obie. 1. ITEMS FROM MAYOR, COUNCIL, AND CITY MANAGER A. Certificate of Achievement Mayor Obie presented a Certificate of Achievement for Excellence in Financial Reporting to Dee Ann Raile, Eugene Reporting/Control Manager. The cert ifi cate e was awarded by the Government Finance Officers Association of the United States and Canada for the City's Comprehensive Annual Financial Report for the Fiscal Year which ended June 30, 1985, Mayor Obie said the award is an honor and he congratulated Ms. Raile and the staff. B. Recognition of Councilor Wooten's Leadership Although Ms. Wooten was not present, Mayor Obie said he and the community want to thank her for her excellent leadership. He said the rodeo which was in town during the past weekend was spectacular and Ms. Wooten arranged for it. He asked the staff to prepare an appropriate recogn it ion of Ms. Wooten1s contributions to the community which will be awarded during the inaugural ceremony in January. Mayor Obie also thanked City Manager Micheal Gleason and the City staff for their help in planning the rodeo. Ms. Ehrman, who ;s chairperson of the Eugene Celebration, sa i d 25 peop 1 e served on a committee which planned the rodeo. C.
