Hamel, Mark Lindberg, Gretchen Miller, <br /> Brian Obie, Emily Schue, Betty Smith, Cynthia Wooten. <br /> Adjourned meeting of the City Council of the City of Eugene, Oregon, was called <br /> to order by His Honor Mayor Gus Keller. <br /> 1. AGENDA ADJUSTMENT <br /> City Manager Michea1 Gleason recommended that the agenda be amended to delete <br /> consideration of Council Bill 2532, an ordinance levying assessments for improve- <br /> ments on Goodpasture Island Road, under the item, 1I0rdinances for Second <br /> Reading--Levying Assessments.1I He said that the council had received two requests <br /> to hold a hearing on this item and noted that such consideration would require a <br /> two-thirds vote of the council. He said that the opinion requested from the <br /> City Attorney by the Hearings Panel members on matters raised at the Hearings <br /> e Panel hearing on this ordinance had only recently been received and that councilors <br /> had, therefore, had little time to study the opinion. Mr. Gleason said he had <br /> consulted with Hearings Panel Chairperson Betty Smith and that she had concurred <br /> with the recommendation that the item be postponed for consideration at the next <br /> meeting of the Hearings Panel. <br /> Ms. Smith moved, seconded by Ms. Schue, to refer Council Bill 2532 <br /> to the Hearings Panel for consideration at its December meeting. <br /> Councilor Obie suggested that this matter be heard by the full council rather <br /> than the Hearings Panel, since the issue was complex and difficult and had <br /> generated considerable public interest. <br /> Councilor Schue said that she and Mr. Obie had sat on the Hearings Panel the <br /> first time this item was discussed and that she and Ms. Smith had sat on the <br /> panel for the second hearing, at which there had been additional public testimony. <br /> She felt that the matter could be returned to the Hearings Panel. <br /> Ms. Smith amended the motion to defer consideration of Council <br /> Bill 2532 to a future meeting with a public hearing before the <br /> City Council. Ms. Schue agreed to the amendment. <br /> Councilor Miller noted that only the issue of benefits to property owners from <br /> improvements in certain situations would be considered and that under the City <br /> Charter the council could not amend the assessment policy relative to a specific <br /> case, since such amendment could not take effect for six months after its <br /> e adoption by the council. <br /> MINUTES--Eugene City Council November 22, 1982 Page 1 <br />
