<br /> M I NUT E S <br /> e Eugene City Council <br /> Dinner Session <br /> Rouge Room, Valley River Inn <br /> August 13, 1984 <br /> 5:00 p.m. <br /> PRESENT: Brian Obie, Freeman Holmer, Richard Hansen, Debra Ehrman, John Ball <br /> (from 5:30) Emily Schue, Cynthia Wooten (from 5:55), Councilors; Ruth <br /> Bascom, Councilor-Elect; Dorothy Anderson, Planning Commission; Dave <br /> Whitlow, Assistant City Manager; Susan Brody, Pat Decker, Teresa <br /> Bishow, Planning Staff; Tim Birr, Acting Public Relations Officer <br /> Mr. Obie called the meeting to order. <br /> Mr. Whitlow passed out a memorandum dated August 10, 1984 to the Mayor and City <br /> Council on the subject of the Park Willamette Building. He told the Councilor~ <br /> action on the building was expected to be before the Council on Wednesday. <br /> I. 1984 EUGENE COMMUNITY GOALS AND POLICIES (memorandum distributed) <br /> Ms. Decker suggested members go through the 1984 Eugene Community Goals and <br /> Policies, June 1984 draft, which combined the conference and the Planning <br /> Commission recommendations, and staff notes that responded to concerns and <br /> e public testimony. She asked members to start with the Goals chapter and <br /> finish with the Introduction. <br /> Mr. Obie asked about the status of Mr. Miller's request to submit testimony after <br /> the goals conference was closed. Ms. Decker answered that the Planning Commission <br /> had discussed the issue and concluded that part of the Planning Commission and <br /> City Council's role is to look at what comes out of the conference and recommend <br /> changes. Recommended changes were in the document in legislative format. <br /> Mr. Obie recommended and the Councilors agreed to go through the document and <br /> vote on recommended changes. This would give staff direction on what to bring <br /> back for the public hearing on September 10, 1984. Mr. Obie also suggested that <br /> Ms. Bascom vote, since she would be appointed at the Council meeting immediately <br /> following this meeting. <br /> Ms. Schue recommended and members agreed to submit editorial changes directly to <br /> staff. <br /> A. 1984 Community Goals <br /> Members agreed with Councilor Schue's idea of moving part of Goal 1 up into the <br /> 1 ead- in. Goal 1 would begin, liTo ensure. . ." <br /> Ms. Ehrman moved, seconded by Ms. Schue, to include in Goal 3 the <br /> deleted material in brackets ("while maintaining or enhancing the <br /> environmentll).
