<br /> M I NUT E S <br /> -- Eugene City Council <br /> City Council Chamber <br /> August 13, 1984 <br /> 7:35 p.m. <br /> COUNCILORS PRESENT: Brian Obie, Cynthia Wooten, John Ball, Ruth Bascom, Debra <br /> Ehrman, Richard Hansen, Freeman Holmer, Emily Schue <br /> ABSENT: Mayor Gus Keller <br /> Regular meeting of the City Council of the City of Eugene, Oregon, was called <br /> to order by Council President Obie in the absence of His Honor Mayor Gus <br /> Keller. <br /> I. SWEARING-IN CEREMONY FOR RUTH BASCOM TO COUNCIL POSITION REPRESENTING <br /> WARD 2 <br /> Ruth Bascom was sworn in as a City Councilor by Assistant City Recorder Karen <br /> Goldman to fill the council position for Ward 2 vacated by Betty Smith. <br /> Councilor Bascom then joined the other councilors on the dias. <br /> - <br /> II. ANNOUNCEMENT OF CHANGE IN SCHEDULED AGENDA <br /> Assistant City Manager David Whitlow announced that Item III of the scheduled <br /> agenda, Ordinance Calling for Election, had been deleted. City Attorney Tim <br /> Sercombe explained that all the conditions for the issues to be brought to the <br /> November ballot had already occurred. He said that no further council action <br /> was necessary for the candidates or the two measures at issue to be placed on <br /> the ballot. <br /> III. REPORT CONCERNING LOCAL VOTERS' PAMPHLET <br /> Councilor Holmer asked if it would be possible to include in the State Voters <br /> Pamphlet either an objective statement of the impact of the two initiative <br /> measures or an argument outlining both sides of the measures. He felt such a <br /> pamphlet would be an appropriate manner to inform the voters of the issues <br /> involved with the measures. Mr. Sercombe stated that City staff had reviewed <br /> the issue and had concluded that there was not sufficient time for the City to <br /> publish a pamphlet in time for distribution prior to the November election. <br /> However, he said the City could pass legislation as part of its Home Rule <br /> powers to establish a local voters' pamphlet that would not be precluded by <br /> State law. He said such a measure would require an ordinance establishing <br /> procedures for the pamphlet similar to those used with the State Voters <br /> Pamphl et.
