<br /> M I NUT E S <br />e Eugene City Council <br /> City Council Chamber <br /> November 19, 1984 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Brian Obie, Cynthia Wooten (7:40-8:35), <br /> Emily Schue, Dick Hansen, Freeman Holmer. <br /> COUNCILORS ABSENT: Ruth Bascoms Debra Ehrman. <br /> Regular meeting of the City Council of the City of Eugene, Oregon, was called <br /> to order by Hi s Honor Mayor Gus Ke lier. <br /> I. SUBMIT BALLOTS FOR CITIZEN INVOLVEMENT COMMITTEE, DOWNTOWN COMMIS- <br /> SION, AND PLANNING COMMISSION VACANCIES (memo, applications, ballots <br /> distributed <br /> Councilors gave their ballots to City Manager Micheal Gleason to be counted. <br /> II. PUBLIC HEARINGS <br /> A. Application of the C-4 Zoning District (memo, resolution, <br /> background information distributed) <br />e City Manager Micheal Gleason introduced the agenda item. Gary Chenkin of the <br /> Planning Department presented the staff report. He sa i d the C-4 zon i ng <br /> district was adopted in August. During review of the Metropolitan Area <br /> General Plan, the LCDC indicated commerical uses should not be allowed <br /> allowed in industrial zoning districts except for a few exceptions. <br /> Consequently, the C-4 zoning district was designed for areas with building <br /> suitable for a mixture of commercial and industrial uses. To conform to the <br /> intent of the code, C-4 areas must be designated strip or street-oriented <br /> commercial in the Metro Plan, land parcels must front on an arterial, and the <br /> general area must be characterized by a mixture of commercial and industrial <br /> uses. <br /> A field inventory of areas designated strip or street-oriented commercial in <br /> the Metro Plan and application of the other criteria indicated that the <br /> Sixth-Seventh corridor between Fillmore and McKinley excluding the north <br /> side of 6th Avenue between Garfield and McKinley and the south side of West <br /> 11th Avenue from Wilson to the Amazon Channel crossing are appropriate for C- <br /> 4 zoning. Mr. Chenkin emphasized that the north side of West 11th Avenue <br /> west of the Fred Meyer property does not meet the criteria for C-4 zoning <br /> because it is not designated strip- or street-oriented commerical in the <br /> Metro Plan. The Planning Commission had directed a review of the designation <br /> of that area. <br /> Passage of the resolution recommended by the Planning Commission would <br />e facilitate citizen-initiated zone change requests. <br /> MINUTES--Eugene City Council November 19, 1984 Page 1 <br />
