ADMINISTRATIVE ORDER NO. 58-17-28 <br />of the <br />City Manager <br />City of Eugene, Oregon <br />APPROVING EUGENE'S ACTIVE TRANSPORTATION STRATEGY <br />2017 — 2021, AN UPDATE TO THE EUGENE PEDESTRIAN AND <br />BICYCLE STRATEGIC PLAN. <br />The City Manager of the City of Eugene fords that: <br />A. Pursuant to the Eugene Charter of 2002, the City Manager is the administrative <br />head of the City of Eugene ("City"). As such, the City Manager has the authority and <br />responsibility to approve and direct action that implements Council -adopted policies. <br />B. The City is recognized as one of the most walkable and bikeable cities in the <br />country. Such recognition includes receiving a Gold Bicycle Friendly Community award from <br />the League of American Bicyclists and a Gold level Walk Friendly Community rating by the <br />Pedestrian & Bicycle Information Center. The City is well known for its five pedestrian and <br />bicycle bridges over the Willamette River, and miles of off-street shared use paths and on -street <br />bike routes. <br />C. In an effort directed at identifying measures that would encourage more people to <br />walk and bike for both transportation and recreation, and to make these transportation modes <br />safer, the City's Department of Public Works Transportation Planning Team developed the <br />Active Transportation Strategy — 2017-2021 ("the Strategy"). The Strategy was developed with <br />advice and guidance from the Active Transportation Committee ("ATC"), a standing Department <br />Advisory Committee. The Strategy is a five-year strategic plan which updates the original <br />Pedestrian and Bicycle Strategic Plan that was adopted by Administrative Order No. 58-08-01 <br />and expired in 2013. <br />D. The Strategy was developed after extensive community outreach and input from <br />City departments and divisions. The Strategy is not a regulatory plan, nor is it a capital <br />improvement plan. It is intended to serve as a guide and provide direction for City staff, <br />community members, and organizations as they jointly work toward the common goal of <br />encouraging more people to walk and bike by providing more or improved facilities for doing so. <br />Based on the above findings, the City Manager of the City of Eugene Orders that: <br />1. The Eugene Active Transportation Strategy 2017 - 2021 attached to this Order as <br />Exhibit A is approved, and may be used as a guide for action by the City, other agencies, and the <br />community.
