ADMINISTRATIVE ORDER NO. 58-17-14 <br />of the <br />Traffic Engineer of the City of Eugene <br />AMENDING COMMUTER PERMIT PARKING ZONE D BY ADDING <br />AREAS TO THAT ZONE AND REPEALING ADMINISTRATIVE ORDER <br />NO. 58-15-42. <br />The Traffic Engineer of the City of Eugene finds that: <br />A. Section 5.040 of the Eugene Code, 1971, authorizes the City Manager or the <br />Manager's designee to take administrative action establishing parking area time limitations, <br />including the form of permissible parking and imposing conditions upon which the streets and <br />other public property may be used for parking. <br />B. On September 24, 2009, the City Manager issued Administrative Order No. 58-09- <br />14 granting the Traffic Engineer of the Public Works Department the authority to exercise all of <br />the duties and responsibilities specifically defined as those of the City Manager in Sections 5.040 <br />and 5.050 of the Eugene Code, 1971. <br />C. Pursuant to the above authority on December 22, 2015, the City Traffic Engineer <br />issued Administrative Order No. 58-15-42 amending the commuter parking permit Zone D <br />provisions that had been established by Administrative Order No. 58-15-31. <br />D. On April 17, 2017, the City Manager issued Administrative Order No. 58-17-08 <br />appointing me as the City's Traffic Engineer. <br />E. After considering the criteria set forth in EC 5.055, I have determined that it is <br />necessary to amend the boundaries of commuter permit parking Zone D by adding the following <br />areas and time limitations to that Zone: <br />(1) The area on the west side of Mill Street between E. 18th Avenue and E. 19th <br />Avenue and the north side of E. 19th Avenue between Mill Street and High Street, will <br />allow two-hour parking. <br />(2) The area on the north side of E. 15th Avenue from Orchard Street to Villard <br />Street that is being removed from Zone J and added to Zone D will allow one-hour public <br />parking. <br />On the basis of these findings, I order that: <br />Administrative Order -- Page 1 of 3 <br />
