<br />MINUTES' <br />EUGENE CITY COUNCIL <br />April 14,1975 <br /> <br />4IIt Regular meeting of the Common Council of the city of Eugene, Oregon was called to order <br />by His Honor Mayor Lester E. Anderson at 7:30 p.m. on April 14, 1975 in the Council <br />Chamber with the following Council members present: Neil Murray, Gus Keller, Wickes Beal, <br />Tom Williams, Ray Bradley, D. W. Hamel, Eric Haws, and Edna Shirey. <br /> <br />(0001) I - Public Hearings <br />A. Copies of the <br />Commission's off,icial rCflort, map of the area, and minutes of the <br />March 4 meeting wtJrL~ previously distributed to Council members. <br /> <br />Comm <br />4/2/75 <br />Pub Hrng <br /> <br />Mrs. BEal moved seconded by Mr. Keller to schedule public <br />hearing on the request for the April 14 Council meeting. <br />Motion carried unanimously. <br /> <br />e <br /> <br />Planning staff notes and minutes of March 4, 1975 were made a part of this record <br />by reference thereto. Assistant Manager explained the issue involved a shopping <br />center designation, also small identity signs for stores within the center con- <br />trary to integrated neighborhood shopping designation. Staff recommended outlying <br />commercial designation with suhstantial restrictions as the best way to resolve the <br />conflict. That would allow a single overall shopping center sign including indi- <br />vidual listing of businesses in the center, and all other signs would have to be <br />wall mounted. It was understood this proposal was acceptable to the property owner. <br /> <br />No ex parte contacts or other reasons for conflict of interest were declared by <br />Council members other than Councilman Williams' declaration of abstaining from <br />discussion or vote on any sign issues. Council members had view the area on tour. <br /> <br />Public hearing was opened. <br /> <br />(0065) <br /> <br />Earl Green, 365 West 27th Place, one of the property owners, said the intent of the <br />sign district change was to make clear there was more than one ownership and one <br />management in that area - 'the radio station, Coburg Plaza, and Safeway. <br /> <br />Gary Chenkin, assistant planning director, noted that neither designation was com- <br />pletely appropriate. He called attention to and read a list of seven items to be <br />considered as they appeared in February 25, 1975 planning staff notes, and said the <br />Commission felt findings for changing the district were satisfactory providing <br />those restrictions applied. <br /> <br />Council Bill No. 776 - Changing sign district west of Coburg Road between <br />Cal Young Road and Willakenzie Road to Outlying Com- <br />mercial District was read by council bill number and title only, there being <br />no Council member pre~ent requesting that it be read in full. <br /> <br />- <br /> <br />Mr. Murray moved second by Mr. Keller that findings supporting the sign <br />district change including restrictions as set out in Planning Commission <br />staff notes and minutes of March 4, 1975 be adopted by reference thereto; <br />that the bill be read the second time by council bill number only, with <br />unanimous consent of the Council; and that enactment be considered at this time. <br /> <br />"~,3 <br /> <br />4/14/75 - 1 <br />
