Regular meeting of the Common Council of the city of Eugene, Oregon wa~ called to order <br /> by His Honor Mayor Lester E. Anderson at 7:30 p.m. on December 8, 1975 in the Council <br /> Chamber with the following council members present: Neil Murray, Gus Keller, Wickes Beal, <br /> Tom Williams, Ray Bradley, D. W. Hamel, Eric Haws, and Edna Shirey. <br /> I - Publ'ic Hearings <br /> A. Liquor License - Lampioni's Cellar, 931 Oak Street - New (R-Restaurant) <br /> CNW Corporation - Sharon Curtis, Charles Navarra, Donald Walsh, applicants. <br /> Manager described the building in which the establishment was proposed to be <br /> ~ocated. He noted that OLCC interviews showed seven objecting to the license, <br /> \6 nonobjectors. All were sent notices of this hearing. Staff had no objections <br /> to issuance of the license. <br /> I Public hearing was held with no testimony presented other than <br />I-A-I I <br /> , Sharon Curtis, 2610 Elinor Street, offering to answer questions. <br /> Mr. Murray moved second by Mr. Keller to recommend approval. Motion carried <br /> unanimously. <br /> I <br />I-A-2 B. Qethel-Danebo Neighborhood Refinement Plan I <br /> Distribution, Bethel Danebo Refinement Study - Copies of this refinement study <br /> were distributed to Council members. It has been completed and approved by <br />e the Planning Commission and will be on the December 3 committee agenda. Comm <br /> 11/26/7 5 <br /> File <br /> Review of Bethel-Danebo Neighborhood Refinement Plan - Copies of the plan have <br /> previously been transmitted to Council members. <br /> Mr. Keller moved seconded by Mr. Hamel to schedule a public hearing Comm <br /> for December 8. Motion carried unanizrously. 12/3/75 <br /> Pub Hrng <br /> Recommended by the Planning Commission on November 24, 1975 as refinement <br /> of the 1990 General Plan. Pat Decker, comprehensive planning, explained that <br /> refinement of the General Plan was undertaken in the Bethel-Danebo area primarily <br /> because that area contained a large amount of vacant land which would be developed <br /> ih years to come. Also, existing development in that area had occurred under <br /> county services prior to annexation to the city, resulting in a lag in terms of <br /> the level of service in older parts of Eugene. She said the neighborhood organiza- <br /> tion and the Planning Commission both played important roles in the refinement <br /> study; sessions were held in the Bethel-Danebo area itself as well as hearings <br /> before the Planning Commission. Ms. Decker detailed for the Council proposed <br /> refinement of the Plan. <br /> ! Public hearing was opened. <br /> Testifying were Lynn Outka, 645 Highway 99N; Warren Near, 1336 Taft Street; and <br /> Don Hatfield, 2189 Dewey Street, co-chairman of Active Bethel Citizens. Mr.Outka <br />e said it was his understanding that when Jacobs Street was improved there would <br /> be apartments or similar type rental properties across from the C-2 zoning there. <br /> He thought the zoning across from the C-2 use should be changed to allow apart- <br /> ments or something more in keeping with heavier use of the street.
